11.20.010 - Findings and declarations.¶
The county is hereby acknowledged to be primarily devoted to the raising of livestock and agricultural products and the board of supervisors declares its intention to enact those ordinances and orders necessary for the preservation of domestic livestock within the county and to expedite and facilitate the herding of livestock within the county to various grazing areas and to loading and shipping terminals.

11.20.020 - Rights-of-way for cattle drives.¶
Section 452 of the California Vehicle Code establishes the right of livestock owners to herd and drive livestock upon all public roads and Section 943(d) of the Streets and Highways Code of the state provides for the maintaining of stock trails parallel to any county road; now pursuant thereto, the right-of-way parallel to all the following county roads, named in this section, are hereby declared stock trails:
Reeds Avenue to Rawson Road;
Rawson Road to New Franzel;
New Franzel to Paskenta Road;
Paskenta Road to Reeds Creek Road;
Reeds Creek Road to O'Connor Road;
O'Connor Road to Baker Road;
Baker Road to Highway 36;
Reeds Creek Road;
Live Oak Road;
Paskenta Road;
Red Bank Road;
Belle Mill Road;
Kaer Avenue;
Paynes Creek Road;
Little Giant Mill Road;
Lyonsville Road;
Foothill Road;
Lanes Valley Road;
Long Road;
Manton Road;
Tehama-Vina Road;
Meridian Road;
Lassen Road;
Rowles Road;
Hall Road;
Speegle Road;
Reed Orchard Road;
Leininger Road;
Keefer Road.

11.20.030 - Road commissioner duties with regard to cattle guards and fences.¶
A. The road commissioner of the county is empowered to construct cattle guards and fences along such portions of any or all of the roads named in Section 11.20.020 that are deemed advisable.
B. He shall first, however, present to the board of supervisors a composite plan for such construction work and shall obtain approval therefor.
