9-1-1: DEFINITION OF WORDS AND PHRASES:¶
The following words and phrases when used in this Title shall, for the purpose of this Title, have the meanings respectively ascribed to them in this Chapter. (Ord. 651-97, 2-18-1997)
9-1-2: VEHICLE CODE DEFINITIONS TO BE USED:¶
Whenever any words or phrases used in this Title are not defined, but are defined in the Vehicle Code of the State, such definition shall apply. (Ord. 651-97, 2-18-1997)
9-1-3: CENTRAL TRAFFIC DISTRICT:¶
All streets or portions of streets within the area bounded by the following streets: all that area bounded by the east right-of-way line of Second Street on the east; the north right-of-way line of Kern Street on the north; the west right-of-way line of Tenth Street on the west; and the south right-of-way line of Main Street on the south. 9-1-4: COACH:¶
Any motorbus, motor coach, trackless trolley, or passenger stage used as a common carrier of passengers. (Ord. 651-97, 2-18-1997)
9-1-5: CURB:¶
The lateral boundary of the roadway whether such curb is marked by curbing construction, or is not so marked. "Curb" as herein used does not include the line dividing the roadway of a street from parking strips in the center of a street, nor from tracks or rights of way or public utility companies. 9-1-6: DIVISIONAL ISLAND:¶
A raised island located in the roadway and separating opposing or conflicting streams of traffic. A raised median is a divisional island. (Ord. 651-97, 2-18-1997)
9-1-7: HOLIDAYS:¶
Within the meaning of this Title, "holidays" are those dates as described in the Federal holiday law. (Ord. 651-97, 2-18-1997)
9-1-8: LIMITED ACCESS ROADWAY:¶
Any arterial or collector street other than local residential streets as defined and established by resolution of the City Council on the circulation element of the City General Plan. (Ord. 651-97, 2-18-1997)
9-1-9: LOADING ZONE:¶
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials. (Ord. 651-97, 2-18-1997)
9-1-10: OFFICIAL TIME STANDARD:¶
Whenever certain hours are named in this Title they mean standard time or daylight savings time as may be in current use in the City. (Ord. 651-97, 2-18-1997)
9-1-11: PARKWAY:¶
That portion of a street within the right of way other than a roadway or a sidewalk. (Ord. 651-97, 2-18-1997)
9-1-12: PASSENGER LOADING ZONE:¶
The space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers. (Ord. 651-97, 2-18-1997)
9-1-13: PEDESTRIAN:¶
Any person who is afoot or who is using a means of conveyance propelled by human power other than a bicycle, including any person who is operating a self-propelled wheelchair, invalid tricycle, or motorized quadricycle and, by reason of physical disability, is otherwise unable to move about as a pedestrian, as specified above. (Ord. 651-97, 2-18-1997)
9-1-14: POLICE DEPARTMENT:¶
The established Police Department of the City, or if there is none, the law enforcement agency authorized by law to enforce the provisions of this Title. (Ord. 651-97, 2-18-1997)
9-1-15: POLICE OFFICER:¶
Every officer of the Police Department of the City or any officer authorized to direct or regulate traffic or to make arrests for violations of traffic regulations. (Ord. 651-97, 2-18-1997)
9-1-16: SIDEWALK ACCESS RAMP:¶
The adequate and reasonable access for the safe and convenient movement of physically handicapped persons across curbs at marked or unmarked crosswalks. A wheelchair ramp is a sidewalk access ramp. (Ord. 651-97, 2-18-1997)
9-1-17: STOP, WHEN REQUIRED:¶
"Stop", when required, means complete cessation of movement. (Ord. 651-97, 2-18-1997)
9-1-18: YIELD:¶
To relinquish right of way to another vehicle. (Ord. 651-97, 2-18-1997)
9-1-19: VEHICLE CODE:¶
The Vehicle Code of the State of California. (Ord. 651-97, 2-18-1997)
