15.12.220 - Purpose.¶
Certain streams and portions of streams in the city have been radically modified for flood control purposes and have little or no remaining vegetation along their banks. In order to protect these waterways in a manner consistent with the residential, commercial, industrial or recreational character of the adjoining property, minimize erosion and sedimentation, and mitigate significant adverse environmental impacts to the Suisun Marsh, it is the intent of this article to provide for the development of these areas in an approved manner and in accordance with the general policies set forth in this chapter.

15.12.230 - Development plan.¶
Whenever development is proposed for an area within three hundred feet of the centerline of a designated watercourse, the designation to be as provided by resolution of the city council, a detailed plan of the proposed development shall be submitted to the city for approval. The plan shall include, but not be limited to, the following:
A. Volume and extent of grading, filling and excavation;
B. Placement of drainage outflows. Such outflows and associated drainage facilities shall be designed so as to eliminate or minimize increases in the rate and amount of stormwater discharge;
C. Type and amount of native vegetation. If any is to be removed, the type and method of replacement.

15.12.240 - Identified creek channels.¶
For any identified creek channel the following shall apply:
A. The channels shall not be altered except for flood control purposes. Development shall be designed to minimize erosion and sedimentation.
B. Development adjacent to the creek shall be designed to minimize erosion, sedimentation or runoff and to retain the maximum amount of creekside vegetation. If it is determined necessary, a revegetation program shall be carried out in an area not to extend greater than fifty feet from the creek bank using indigenous plants recommended by the California Department of Fish and Game and as approved by the city.

15.12.250 - Minimum riparian habitat zone.¶
A. Whenever development is proposed on property which includes a designated watercourse, the minimum width of any riparian habitat to be maintained, established or reestablished shall be the cross-sectional width of the creek measured from the top of the natural bank for the entire width of the watercourse on the affected property. The minimum width shall be no less than twenty-five feet, representing the narrowest portion of any existing natural riparian habitat.
B. No deviation from this minimum may be permitted by the director of public works except where:
Minor restoration and maintenance of the watercourse is required for its protection and enhancement;
Bridges and roadways span the watercourse;
Utility lines span the watercourse;
Minor maintenance or restoration is necessary to prevent flooding, reduce siltation or otherwise provide for the public health or safety.
