15.12.010 - Purpose.¶
The purpose of this chapter is to protect the public health, welfare and safety by regulating grading, erosion and creekside development.

15.12.020 - Marsh Protection Plan.¶
The intent of this chapter is to provide the standards, guidelines, procedures and regulations necessary to comply with the provisions of Suisun Marsh Protection Act of 1977, and is a part of the Suisun City component of the Marsh Protection Plan.

15.12.030 - Provisions to supplement building code.¶
The city has by ordinance adopted the Uniform Building Code, thereby adopting Appendix Chapter 33, Excavation and Grading, of the Uniform Building Code. The provisions contained in this chapter are in addition to and not in lieu of Appendix Chapter 33 and any amendments thereto.

15.12.040 - Definitions.¶
For the purpose of this chapter, the following definitions shall apply:
A. "Applicant" means a person, partnership, corporation or public agency requesting permission to engage in any clearing of vegetation or grading activity.
B. "Civil engineer" means a professional engineer registered as a civil engineer in the state.
C. "Diversion" means a temporary or permanent structure consisting of a channel, ditch or ridge constructed across a sloping land surface to intercept and divert surface runoff.
D. "Erosion" means detachment and movement of soil or rock fragments by water, wind, ice or gravity.
E. "Excavation" or "cut" mean any act by which soil, rock, earth, sand, gravel or any similar material is cut into, dug, quarried, uncovered, removed, displaced or relocated, and shall include the conditions resulting therefrom.
F. "Fill" means a deposit of earth or other material placed by artificial means.
G. "Grading" means any excavating, stripping, cutting, filling, stockpiling or any combination thereof which alters land or vegetation.
H. "Land disturbance" means any activity which results in the deposit, removal or other displacement of any material, and which may result in increased potential for soil erosion or sedimentation.
I. "Runoff" means the surface water flow or rate of flow following precipitation.
J. "Sedimentation" means the process by which mineral or organic matter is removed from its site of origin and deposited at a new location.
K. "Sediment basin" means a reservoir which retards flow sufficiently to cause or allow deposition of transported sediment.
L. "Site" means any lot or parcel of land or series of lots or parcels of land adjoining or contiguous, or joined together under one ownership, where grading, excavating or filling is, was or will be performed.
M. "Watercourse" means any natural or manmade channel for transporting water, including the streambed and the banks, whether continuously flowing or intermittent.
