10.24.010 - Findings of city council.¶
The city council finds and declares that there currently exist privately owned and maintained roads and parking facilities within the city which are generally held open to the public for the purposes of vehicular travel and vehicular parking to serve commercial establishments.

10.24.020 - Applicability of Vehicle Code—Roads.¶
Except as provided in this chapter, all of such roads described in Section 10.24.010 shall be subject to all of the provisions of the Vehicle Code and those provisions shall apply to any such roadway, except as provided in Section 10.24.040.

10.24.030 - Applicability of Vehicle Code—Parking facilities.¶
Except as provided in this chapter, all of such parking facilities described in Section 10.24.010 shall be subject to Sections 22350, 22507.8, 23103, 23109 and the provisions of Division 16.5 (commencing with Section 38000) of the Vehicle Code, and those provisions shall apply to any such parking facilities, except as provided in Section 10.24.040.

10.24.040 - Posting required to effect.¶
A. This chapter shall apply to any privately owned and maintained roads or parking facilities as described in this chapter within the city if the owner or operator has caused to be posted, in a conspicuous place at each entrance to such roads and parking facilities a notice, not less than seventeen inches by twenty-two inches in size, in a shape and color, and with lettering not less than one inch in height, so as to be readily visible during daylight hours from a distance of one hundred feet, to the effect that such roads and/or parking facilities are subject to public traffic regulations and control.
B. The police department shall not be required to provide patrol or enforce any provisions of the Vehicle Code on any privately owned and maintained roads and/or parking facilities unless the owner or operator has caused to be posted signs as described in subsection A of this section, except those provisions applicable to private property other than by action under this chapter.
