10.04.010 - Definitions.

A. As used in this title:

  1. "Curb" means the lateral boundary of the roadway, whether such boundary is defined by curbing construction or not so marked. "Curb" does not include the line dividing the roadway of a street from parking strips in the center of the street, nor from tracks or rights-of-way of public utility companies.

  2. "Holidays" means all days recognized by the state as legal holidays.

  3. "Loading zone" means the space adjacent to a curb reserved for the exclusive use of vehicles during the loading or unloading of passengers or materials.

  4. "Vehicle Code" means the Vehicle Code of the State of California.

B. Whenever any words or phrases used in this title are not defined in this title, but are defined in the Vehicle Code and amendments thereto, such definitions shall apply.

10.04.020 - Traffic engineer.

A. The city administrator may appoint a qualified individual to act as traffic engineer for the city. The traffic engineer shall serve at the pleasure of the city administrator.

B. It shall be the general duty of the traffic engineer to:

  1. Determine the installation and proper timing and maintenance of traffic-control devices and signals, traffic regulations and informational signs and roadway markings;

  2. Conduct engineering analyses of traffic accidents and to devise remedial measures subject to limitations as imposed by this title or other city ordinances;

  3. Conduct engineering and traffic investigations of traffic conditions and to cooperate with other city officials in development of ways and means to improve traffic conditions;

  4. Maintain a current record map of all authorized signs, signals and markings; and

  5. To carry out such additional powers and duties as may be assigned.

10.04.030 - Conflict with state laws.

Nothing contained in this title is intended to conflict with the laws of the state, and anything found to be in conflict by a court of competent jurisdiction is null and void.

10.04.040 - Violations.

The violation of any part of this title is an infraction as defined in the Penal and Vehicle Codes of the state. The infraction shall be punished pursuant to the provisions of the Vehicle Code applicable thereto.
