Editor's note— Ord. No. 824, § 2(Exh. A), adopted Mar. 3, 2026, repealed the former Ch. 10.22, §§ 10.22.010—10.22.080, and enacted a new Ch. 10.22 as set out herein. The former Ch. 10.22 pertained to publicly owned parking facilities, and derived from Ord. No. 614 (part), adopted in 1993.

10.22.010 - Findings of city council.

A. The city council finds and declares that there currently exist city-owned or operated parking facilities and on-street parking spaces within the city which are generally open to the public for the purpose of vehicular parking.

B. The city council also finds that additional public parking facilities and on-street parking spaces will be created in the future as the needs of the city dictate. This chapter imposes certain specific restrictions and/or charges for city-owned or operated parking facilities and on-street parking spaces.

10.22.020 - Applicability of vehicle code—Parking facilities and on-street parking spaces.

As allowed by Section 22519 of the California Vehicle Code, all such parking facilities described in Section 10.22.010, as well as public on-street parking spaces, shall be subject to this chapter and other ordinances relating to public parking. Sections 22507.8(A), 22651(n), and the provisions of Division 16.5 (commencing with Section 38000) of the California Vehicle Code shall also be enforced along with any other applicable Vehicle Code provisions or restrictions.

10.22.030 - Parking restrictions established by the city engineer.

The city engineer is hereby authorized to regulate parking in city-owned or operated parking facilities and on-street parking spaces. The city engineer may establish parking restrictions or designations, including, but not limited to, the following:

  1. Designating specific parking areas for limited use;

  2. Assigning particular parking spaces for designated use;

  3. Establishing limited-time parking spaces or areas; and

  4. Implementing other parking restrictions as deemed necessary to optimize the use of public parking facilities and on-street parking spaces.

The city engineer shall ensure that all restrictions are posted and marked in compliance with applicable state law and the requirements of the California Vehicle Code.

10.22.040 - Parking restrictions for public parking facilities and on-street parking spaces.

A. Parking of vehicles shall be in accordance with signs posted in all public parking facilities and on-street parking spaces. Certain areas may be designated as:

  1. Short-term (meaning less than one hour);

  2. Hourly (meaning one hour to less than four hours);

  3. Long term parking (more than four hours); or

  4. Restricted parking.

B. Short-term, hourly, long term, or restricted parking requirements will be in effect when established by the city engineer and marked or signed according to the California Vehicle Code requirements and posted by the city engineer.

10.22.050 - Charges for parking in public parking facilities and on-street parking spaces.

The city council may establish by resolution charges for the vehicles in city-owned or operated parking facilities and on-street parking spaces. Signs shall be posted at all entrances of each parking facility where there is a charge stating the rate and the time limit, if applicable. The city council may establish an honor system collection point, issue permits, install parking meters or other such methods as appropriate in each parking facility where a charge is to be collected.

10.22.060 - Enforcement of the provisions of this chapter.

The police chief shall designate police department officers or other city employees as parking enforcement officers for public parking facilities and on-street parking spaces, and shall have the authority to enforce, or delegate enforcement of, the provisions of this chapter.

10.22.070 - Towing of vehicles from public parking facilities and on-street parking spaces.

Vehicles violating Sections 10.22.030, 10.22.040, 10.22.050, or parking in such a way to obstruct traffic movement in any public parking facility or on-street parking space may be cited and/or towed at the owner's expense pursuant to California Vehicle Code Section 22651(n).

10.22.080 - Posting required to effect.

This chapter shall apply to any city-owned or operated parking facility and on-street parking space in the city when properly signed with a notice not less than 17 inches by 22 inches in size, in a shape and color, and with lettering not less than one inch in height, so as to be readily visible during daylight hours from a distance of 100 feet, to the effect that such parking facilities are subject to restricted parking conditions or controls.
