10.08.010 - Curb markings—Color code.

A. When he determines that it is in the best interest for traffic safety in the city, the city traffic engineer is authorized, subject to the provisions and limitations of this title, to place, and when required in this chapter shall place, the following curb markings to indicate parking or standing regulations and the curb markings shall have the meanings as set forth in this section:

  1. Red means no stopping, standing or parking at any time except as permitted by the Vehicle Code and except that a bus may stop in a red zone marked or designated as a bus zone.

  2. White means no stopping, standing or parking for any purpose other than loading or unloading of passengers or for the purpose of depositing mail in an adjacent mailbox which shall not exceed three minutes, and such restrictions shall apply between nine a.m. and five p.m. of any day except Sundays and holidays and except as follows:

a. When such zone is in front of a hotel, motel or other similar establishment or in front of a mailbox, the restriction shall apply at all times.

b. When such zone is in front of a theater or assembly hall, the restrictions shall apply at all times except when such theater or assembly hall is closed.

  1. Yellow means no stopping, standing or parking at any time between nine a.m. and five p.m. of any day except Sundays and holidays for any purpose other than the loading or unloading or passengers or materials; provided, that the loading and unloading of passengers shall not consume more than three minutes nor the loading or unloading of materials more than twenty minutes.

  2. Green means time limit parking with the time limit painted on the curb or stated on a sign placed at or near the face of the curb.

  3. Blue indicates parking limited exclusively to vehicles of physically handicapped persons.

B. When the traffic engineer, as authorized under this title, has caused curb markings to be placed, no person shall stop, stand or park a vehicles adjacent to any such legible curb marking in violation of any provisions of this section.

10.08.020 - Prohibited.

No operator of any vehicle shall stop, park or leave standing such vehicle in any of the following places:

A. In any area under the city's direction and control where the traffic engineer determines that parking or stopping of a vehicle would constitute a traffic hazard or would endanger life or property when such area is indicated by appropriate signs or by curb markings as described in this chapter;

B. On any street or highway where the use of such street or highway or a portion thereof is necessary for the cleaning, repair or construction of the street or highway or the installation of underground utilities or where the side of the street or highway or any portion thereof is authorized for a purpose other than the normal flow of traffic or where the use of the street or highway or any portion thereof is necessary for the movement of equipment, articles or structures of unusual size and the parking of such vehicle would prohibit or interfere with such movement; provided, that signs giving notice of such no parking are erected or placed at least twenty-four hours prior to the effective time of such no parking.

10.08.030 - Two-hour parking.

When authorized signs or curb markings have been determined by the city engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park the vehicle between the hours of nine a.m. and six p.m. of any day except Sundays (and holidays) for a period of time longer than two hours.

10.08.040 - Narrow streets.

A. The city traffic engineer is authorized to place signs or curb markings indicating no parking upon any street when the width of the roadway does not exceed twenty feet, or upon one side of a street as indicated by such signs or markings when the width of the roadway does not exceed thirty feet.

B. When official signs or markings prohibiting parking are erected upon narrow streets as authorized in this section, no person shall park a vehicle upon any such street in violation of any such sign or marking.

10.08.050 - Obstructing or misusing streets—Prohibited.

A. It is unlawful within the city to:

  1. Unlawfully obstruct the free passage or use, in the customary manner, of any public sidewalk, lane, court, alley, square, street or highway by parking, leaving, abandoning or leaving standing thereon, any vehicle for seventy- two or more consecutive hours, whether the same is in condition to operate or not, or to leave or place thereupon any other obstruction, of whatsoever nature that will interfere with such free passage or use, except as otherwise permitted by the ordinances of the city or by state law;

  2. Use the public streets, sidewalks, alleys, parks, courts, highways or lanes of the city for the repair or alteration, or dismantling, of any vehicle thereon;

  3. Leave a vehicle standing or parked on a street, sidewalk, lane, court, alley, square or highway when the street, sidewalk, lane, court, alley, square or highway or any portion thereof has been posted with notice twenty-four hours in advance, that the same is necessary for cleaning, repair, construction or installment of underground facilities, and further that such vehicles will be removed pursuant to Section 10.08.070;

  4. Leave a vehicle standing or parked in a street, sidewalk, lane, court, alley, square or highway when the street, sidewalk, lane, court, alley, square or highway has been declared by resolution of the city council to be necessary for purposes other than the normal flow of traffic or for the movement of equipment, articles or structures of unusual size and the street, sidewalk, lane, court, alley, square or highway has been posted with notice twenty-four hours in advance of the declaration and further that such vehicle will be removed pursuant to Section 10.08.070.

B. The violation of any provisions of this section shall be a misdemeanor.

10.08.060 - Obstructing or misusing streets—Posting.

In any place where the city council has prohibited parking or the leaving standing of any vehicle by ordinance or resolution, the place may be posted with notice that any such vehicle will be removed pursuant to Section 10.08.070.

10.08.070 - Obstructing or misusing streets—Removal of vehicles.

It is the duty of every regularly employed and salaried officer of the police department to remove or cause to be removed any vehicle left parked or standing in violation of the provisions of Section 10.08.050, or left parked or standing in a place posted with notice as set forth in Section 10.08.060, and place the same in storage, and give and post the notices of such removal to the owner and to the Department of Motor Vehicles, of such removed vehicle, all in the form and manner as required by Article 2 Chapter 10, Division 11, of the Vehicle Code (Sections 22850-22856 inclusive).

10.08.080 - Obstructing or misusing streets—Infraction.

Any person found guilty of an infraction of any provision of Sections 10.08.050 through this section shall be punished as provided by the Vehicle Code.
