Chapter 17.52 — REPORT

17.52.020 - Contents—Environmental documents.¶
The minimum annexation report shall include an environmental document which is adequate to address possible significant impacts of the proposed annexation. The impacts may include but are not limited to:
A.
Air quality;
B.
Hydrology;
C.
Water quality;
D.
Noise;
E.
Traffic and transportation;
F.
Domestic water supply and distribution;
G.
Sewer;
H.
Emergency services;
I.
Growth inducement;
J.
Fish and wildlife;
K.
Flooding;
L.
Parks and Recreation.

17.52.030 - Contents—Impact upon city services.
The minimum annexation report shall include an analysis of impact upon existing city services. The report shall identify possible effects upon the following:
A.
Existing public plans and policies;
B.
Existing population, population density, land use, per capita assessed valuation, topography, natural boundaries and drainage basins, proximity to other populated areas, the likelihood of significant growth in the area, and in adjacent incorporated and unincorporated areas, during the next ten years;
C.
Need for organized community services, the present cost and adequacy of governmental services and controls in the area, probable future needs of such services and controls, probable effect of the proposed annexation and of alternative courses of action on the cost and adequacy of services and controls in the
area and adjacent areas. Enumeration and description of the services to be extended to the affected property, the level and range of such services, indication of when such services can feasibly be extended to the affected property, indication of any improvement or upgrading of structures, roads, sewer or water facilities, or other conditions the city would impose or require within the affected property should the change of city boundaries be completed, and how the services will be financed;
D.
The effect of the proposed action and of alternative actions on adjacent areas;
E.
The conformity of both the proposal and its anticipated effects on providing planned, orderly, efficient patterns of urban development;
F.
The definiteness and certainty of the boundaries of the territory, the creation of islands or corridors of unincorporated territory, and other similar matters affecting the proposed boundaries;
G.
The short-term and long-term service cost versus the benefits.

17.52.040 - Contents—Mitigation of negative effects.
The report shall clearly identify how anticipated negative effects of the annexation can be mitigated as part of the project.

17.52.050 - Contents—Maps.
The annexation report shall include maps and legal descriptions as a part of an application to the city and shall meet the standards as set forth by the city engineer.

17.52.060 - Submittal.¶
In order to determine if any annexation application and supporting data is complete and sufficient to address the requirements of the city and this division, the applicant shall provide the city sufficient copies of the application materials and documents to permit a review by the city staff. Such submittal will be deemed a preliminary review and all documents referred to as preliminary.

17.52.070 - Distribution by planning department.
The planning department of the city shall, within seven days of the submission of a preliminary annexation proposal and report, distribute the map and relevant information to all city staff.

17.52.080 - Staff review criteria.¶
Within fourteen days after the distribution of the preliminary map and report, the staff shall review the adequacy of the preliminary submittal and may comment on the following areas including but not limited to:
A.
The analysis of impact upon existing city services and planned city services;
B.
Future tax revenues to be generated versus the expected cost of services;
C.
The benefits of the proposed annexation to the city services plan;
D.
The suitability of the land for the proposed use;
E.
Conformity of the proposed use to the general and specific plans of the city and other applicable requirements of this division and other ordinances.

17.52.090 - Staff recommendations.
The staff may recommend changes to the proposed annexation, use of land or proposed improvements, timing of the annexation or other relevant matters.

17.52.100 - Notice of recommendation.
The applicant or representative shall be duly informed of the nature of the recommendation in writing within thirty days of the submission unless a mutually agreed upon extension is made.

17.52.110 - Requirement of additional information.
Before the staff deems it acceptable to submit a formal annexation proposal, the staff may require the applicant to provide additional information and make changes to the proposed annexation and resubmit it
for review.
