§ 15.24.010. Hazardous fences and walls—Requirements for conformance.

A. It is unlawful for any person to erect or maintain any fence, wall, or other structure constructed in whole or in part of materials designed to cause injury to any person attempting to climb the wall, fence or any other structure unless each of the following conditions is met:

  1. The property upon which the structure containing such material is located is in the M (manufacturing), C-M (commercial-manufacturing), R-S (single-family residential) or R-M (multiple residential) zones;

  2. Such material is not installed lower than six feet above the ground;

  3. The person or entity erecting the structure provides to the city of South El Monte and the Los Angeles County sheriff's office, Temple Station, a card with the name of the responsible person to be contacted if an emergency occurs at the location where the structure has been erected;

  4. The only materials installed on such a fence, wall or other structure located in the M (manufacturing) or C-M (commercial-manufacturing) zones within ten feet of a common boundary with R-S (single-family residential) zoned property, consists of barbed wire composed of two strands with not more than four pronged barbs per strand, except that this subsection shall not apply to those portions of any such fence, wall, or other structure which does not adjoin R-S (single-family residential) zoned property;

  5. In the R-S (single-family residential) and R-M (multiple residential) zoned districts, the structure is located only along a common boundary between said property and M (manufacturing) zoned property, C-M (commercial-manufacturing) zoned property and uninhabited property, regardless of zone, and the materials consist of barbed wire composed of two strands with not more than four pronged barbs per strand and/or one strand of straight, noncoiled razor or ribbon wire.

B. It is unlawful for any person to erect or maintain in any zone, any wall, fence or other structure which contains broken glass installed in a manner likely to cause injury to any person attempting to climb the wall, fence or other structure or to erect or maintain in any zone any electric fence.
