§ 15.22.010. Security and fencing of construction, demolition and excavation sites…¶
A. At all times during the construction process when the building(s) under construction is (are) not physically secured by other means, the site of the construction shall be secured by a perimeter fence, or masonry wall not less than six, nor more than eight, feet in height above finish grade shown on the construction plans. The required fence or wall may have any number of openings as required for the construction process, but each opening shall be provided with a gate of a height equal to the fence or wall. Said gate(s) shall be shut and locked at all times when construction activity is not in progress. Fencing shall not be required for the construction of buildings of four hundred square feet or less nor for construction which is both started and completed the same day, unless the city manager or the city manager's designee determines that the construction poses an immediate threat to the public health, safety or welfare.
B. At all times during the demolition process the demolition site shall be secured by a perimeter fence, or masonry wall not less than six, nor more than eight, feet in height above finish or natural grade. The required fence or wall may have any number of openings as required for the demolition process, but each opening shall be provided with a gate of a height equal to the fence or wall. Said gate(s) shall be shut and locked at all times when demolition activity is not in progress and any undemolished portion of the structure or demolition debris remains on the site. Fencing shall not be required for demolitions of buildings of four hundred square feet or less nor demolitions which are both started and completed the same day unless the city manager or the city manager's designee determines that the demolition poses an immediate threat to the public health, safety or welfare.
C. At all times during the excavation process when the excavation(s) is (are) not physically secured by other means, the site of the excavation(s) shall be secured by a perimeter fence, or masonry wall not less than six, nor more than eight, feet in height above the unexcavated or natural grade. The required fence or wall may have any number of openings as required for the excavation process, but each opening shall be provided with a gate of a height equal to the fence or wall. Said gate(s) shall be shut and locked at all times when excavation activity is not in progress. Fencing shall not be required for excavations having a depth of twelve inches or less nor excavations which are both dug and back-filled the same day unless the city manager or the city manager's designee determines that the excavation poses an immediate threat to the public health, safety or welfare.
D. The provisions of Chapter 15.24 shall also apply to all fences and walls and gates required by this chapter.
