Sec. 2-3.01. - Position created.¶
There is hereby created the position which shall be known as "County Administrator", the nature of such position being as follows: The County Administrator shall supervise for the Board the administration of all County offices, departments, and institutions over which the Board has responsibility and control through its power of appointment. In addition, the County Administrator shall act as the representative for the Board in enforcing all rules and regulations of the Board which it has the power to apply to County offices, departments, and institutions, elective and appointive.

Sec. 2-3.02. - Qualifications.¶
The County Administrator shall have such background of education and experience that he will have a general knowledge of public or business administration and a particular knowledge of budgeting, personnel, and purchasing procedures.

Sec. 2-3.03. - Appointment and removal.¶
The County Administrator shall be appointed by a majority of the members of the Board at a salary to be determined by the Board. He shall serve at the pleasure of the Board and may be removed or suspended by a majority vote of the Board at any regular meeting; provided, however, the County Administrator shall have not less than thirty (30) days' notice in writing of the Board's intention to remove him before his removal shall become final. During such thirty-day period, he may be suspended or relieved of his duties by a majority action of the Board.

Sec. 2-3.04. - Powers and duties.¶
Under the supervision of the Board and subject to the Board's direction, the County Administrator, or his or her designee, shall have the following powers and duties:
(a) Develop plans, and report on the same to the Board, for the better coordination of the work of all County officers, departments and institutions, elective or appointive, in such matters that are the concern and responsibility of the Board. He may make such studies and investigations that he believes to be necessary or desirable, and shall make any study or investigation the Board requests. He shall make recommendations to the Board which he believes will result in greater efficiency and economy in the administration of County affairs. He shall, with the cooperation of the Personnel Board, make an annual report regarding prevailing wage and salary rates for all employees under the jurisdiction of the Board. To enable him to carry out these responsibilities, he may require reports from any officer, department head or institutional head. He shall establish the enforcement of proper personnel policies and practices in said departments to the end that duplications and unnecessary actions will be eliminated;
(b) Maintain and direct central administrative services which are approved and placed in his charge by the Board, such as building and property management, the use of office appliances and duplicating equipment, and control and assignment of clerical pools, including extra help, and car pools including maintenance of automotive or other major equipment and control over its use;
(c) Act as ex-officio Purchasing Agent and as such maintain and direct a centralized purchasing service for all County offices, institutions and departments. He may make and enforce such rules and regulations as are necessary to maintain and centralize a purchasing service;
(d) Recommend an annual County budget. He shall review departmental budget requests with the persons filing the requests. He shall enter his recommendations for each departmental budget along with the requests. He shall review the revenue estimates of the County Auditor. He shall develop and recommend a long term plan for capital improvements, with accompanying financial plans for their accomplishment. After the County Administrator has submitted his recommended budget to the Board, the Board shall review his recommendations and the departmental requests, make any changes believed to be advisable, and adopt the preliminary budget in the manner provided for by law;
(e) After the final County budget has been adopted by the Board, the County Administrator shall review all requests for appropriation transfers and shall make recommendations thereon to the Board. He shall supervise expenditures of all offices, departments, and institutions, elective and appointive. He may disapprove proposed expenditures, whether or not they have been included in the budget, but if he disapproves a proposed expenditure, the person requesting expenditure may bring the matter before the Board for review. The County Administrator shall recommend to the Board the establishment of a budgetary allotment system and such other expenditure system and controls that he believes to be necessary or desirable;
(f) Attend meetings of the Board. He may participate in the discussion of any matter but shall have no vote; and
(g) Represent the County in its intergovernmental relations when so ordered by the Board.

Sec. 2-3.05. - Limitation on authority.¶
The provisions of this chapter shall not be deemed or construed to grant any authority to or impose any duty upon the County Administrator which is vested or imposed by general law in or on any other County officer, board, commission, department, or employee; nor shall these provisions delegate to the County Administrator any duty or authority required to be performed or exercised by the Board, it being the intention of the Board only to establish the position of an employee to assist it in the performance of its lawful functions. The County Administrator shall have no power to bind, obligate, or commit the Board in any manner.

Sec. 2-3.06. - Reference to County Administrator.¶
Throughout the entirety of the Siskiyou County Code outside of this chapter, any reference to the County Administrator shall be understood to be "The County Administrator, or his or her designee".
