Sec. 5-12.201. - Permits.¶
Any vendor can secure a permit from the Public Health Department to utilize a County septage receiving facility. Any nonresident seeking such permit may be required to pay the applicable fees in advance. The permits shall be obtained pursuant to the requirements set forth in Title 6, Chapter 2, of the Siskiyou County Code.

Sec. 5-12.202. - Monthly reports.¶
Notwithstanding the provisions of Section 6-2.09, all vendors who utilize the affected septage receiving facilities shall make monthly reports to the Public Health Officer indicating the amount of effluent deposited at each subject facility. The reports shall be submitted to the Public Health Department no later than the 10th of each month for the preceding month's disposal, e.g. June's disposal report due by July 10th. The reports shall be made on forms and in such a manner approved by the Public Health Officer. The reports shall be made under penalty of perjury.

Sec. 5-12.203. - Quarterly billings.¶
On a quarterly basis the Public Health Officer shall submit a billing to each vendor who has deposited septage at the affected septage receiving facilities. The billing shall be based on the amount of effluent deposited times the applicable fee. Payment shall be due and payable within thirty (30) days of the date of such billing.

Sec. 5-12.204. - Penalty for failure to remit fee.¶
Any vendor who shall fail to remit the fee authorized by this chapter shall pay interest at the rate of one and one-half (1½%) percent per month on the amount due from the date on which the remittance first became delinquent until paid.
In addition to the interest assessed, any vendor whose fees remain unpaid for a period of sixty (60) days, may be subject to a suspension or recision of his permit by the Public Health Officer.

Sec. 5-12.205. - Records.¶
Every vendor liable for payment to the County of the fee imposed by this chapter shall keep and preserve, for a period of three (3) years, all records as may be necessary to determine the basis upon which the fee was collected and paid. The Siskiyou County Health Department and the Siskiyou County Auditor shall have the right to inspect the records at all reasonable times.
