3.40.010 - Trade-in allowances.¶
When the purchase of personal property is not required to be done by formal sealed bid, as required by this title or any resolution adopted pursuant to this title, and the purchase will replace property no longer fit or required for public use, the purchasing agent shall endeavor to secure a trade-in allowance against the purchase price of the property, pursuant to Government Code Section 25503.

3.40.020 - Disposition of surplus property.¶
Pursuant to Government Code Section 25505, the purchasing agent may sell, lease or otherwise dispose of any personal property belonging to the county and determined to be no longer required for public use. The regulations covering the scope of the purchasing agent's authority, and the procedures to be followed by the purchasing agent in disposing of surplus personal property, are set forth in Administrative Policy 6-101.

3.40.030 - Sale and leaseback of personal property.¶
Subject to approval of the board of supervisors, the purchasing agent may enter into agreements on behalf of the county for the sale and leaseback of personal property, as provided in Government Code Section 25504.5.
