5.54.010 - Declaration of interest.¶
A. It is in the public interest that public telephones be placed in the city rights-of-way of the city at locations to be designated as provided in Section 5.54.020 of this chapter.
B. Such telephones will aid fire protection, the prevention and detection of crime and the reporting of accidents and other emergencies.
C. Such telephones will not unreasonably interfere with the rights of the public to use such city rights-of-way and will be consistent with their dedication to the public.

5.54.020 - Authorization for placement of public telephones.¶
A. The city manager is authorized to enable the city to place public telephones in the public right-of-way at locations approved by city council resolution, to enhance the quality of life and to protect the health, safety and welfare of its citizens; and
B. This chapter shall serve to prohibit the placement or keeping of public telephones in the public right-of-way by any person, organization or entity other than by the city.
