5.08.010 - Purpose.¶
The purpose of this chapter is to discourage the commission of theft of personal property, vandalism, and other crimes in and upon business premises and to create a more aesthetic appearance of business premises to the public and provide an improved quality of life for residents of the city.

5.08.020 - Designated.¶
Except during business hours, the owner, lessee, or occupant of any lot or parcel of privately-owned land, of which he has possession, charge or control, and upon which a business is conducted, shall have the duty, and is required to place and keep within an enclosed building, or within a fenced area, all personal property capable of manual delivery, including, but not limited to, tools, equipment, appliances, materials and products, whether for sale at wholesale or retail; whether used or kept for future use, incidental to the business activity conducted on the premises; or for other reason; or whether discarded as waste.

5.08.030 - Nonapplicability.¶
The provisions of this chapter shall not be applicable to personal property consisting of farm products, fungible goods, farm machinery, trucks, automobiles, and other personal property, which by reason of size, weight, or consistency is not capable of manual control and delivery; nor shall such provisions be applicable to improvements or fixtures permanently affixed to the business premises.

5.08.040 - Violation—Penalty.¶
A violation of this chapter shall constitute an infraction and shall be punishable by:
A. A fine not exceeding fifty dollars for a first violation;
B. A fine not exceeding one hundred dollars for a second violation within one year;
C. A fine not exceeding two hundred fifty dollars for each additional violation within one year.
