10.08.010 - Storage of vehicles on streets prohibited.¶
A. No person or business who owns or has possession, custody or control of any vehicle shall park or leave standing, or cause to be left parked or left standing, such vehicle upon any public street, public highway, or any street designated in Section 10.18.020, in the city for a period of seventy-two or more consecutive hours.
B. No person or business which as part of its business operation maintains and operates a fleet of vehicles comprised or three or more vehicles shall use city streets or alleys, in lieu of private property, to store or park those vehicles when not in use by the business. Pursuant to this subsection, a vehicle shall not be considered to be in use by the business during those hours of the day when the business is not open to the public, including those hours when the business may only be contacted by a voice mail telephone answering system, a telephone answering service, email or facsimile. Pursuant to this subsection a vehicle shall not be considered in use by the business after ten p.m. This subsection shall not prohibit a person from parking a single business-owned vehicle on a city street or alley within one block of his or her residence when that person is an employee of the business and the business requires that person to drive a business-owned vehicle to and from that person's place of employment.

10.08.020 - Removal of vehicles.¶
In the event that any vehicle is parked or left standing on any public street or highway or any street designated in Section 10.18.020 in the city for a period of seventy-two or more consecutive hours, any member of the California Highway Patrol, or any regularly employed and salaried deputy of the Sheriff's Office of the County of Santa Cruz or any regularly employed and salaried officer of the Scotts Valley Police Department, or the chief of police of the city, may remove such vehicle from the highway in the manner and subject to the requirements of the Vehicle Code of the State of California.

10.08.030 - Notice.¶
In the event that any officer removes a vehicle from a highway or street pursuant to Section 10.08.020, such officer shall give the notices provided for in the Vehicle Code, and the keeper of the garage in which the vehicle is stored may have a lien thereon dependent upon possession for his compensation for towage and for caring for and keeping safe such vehicle subject to the requirements and conditions of the Vehicle Code.

10.08.040 - Parking for certain purposes prohibited.¶
No person who owns or has possession, custody or control of any vehicle shall park or leave standing or cause to be left parked or left standing such vehicle upon any public street or highway or within any public right-of-way in the city for the principal purpose of:
A. Displaying such vehicle for sale; and/or
B. Servicing, repairing, assembling, disassembling, modifying or otherwise working on such vehicle except repairs necessitated by an emergency.

10.08.045 - Removal of vehicles for limited purposes.¶
A. Whenever the use of a street or highway within the city is authorized by the city manager for a purpose other than the normal flow of traffic, including, but not limited to, street sweeping, paving, curb painting or repair, general maintenance, tree trimming or removal, and any vehicle, as that term is defined in the Vehicle Code of California, is parked in such a way as to interfere with the use of the street or highway for that purpose, then any of the following may remove or cause to be removed any vehicle parked on the street or highway at the expense of the owner thereof:
Any peace officer, as that term is defined in Chapter 4.5 (commencing with Section 830) of Title 3 of Part 2 of the Penal Code; and/or
The code enforcement officer of the city.
B. Signs giving notice that such a parked vehicle may be removed shall be erected or placed on the street or highway at least twenty-four hours prior to removal of a vehicle by the city pursuant to this section.
C. The ordinance codified in this section is adopted pursuant to the provisions of Section 22651 of the Vehicle Code of California.

10.08.050 - Laws and regulations not affected.¶
The provisions of this chapter are in addition to other parking regulations which are or may be imposed by the laws of this state and the provisions of other ordinances and/or resolutions of the city and shall not relieve any person from the duty to observe other and more restrictive provisions of the laws of this state or ordinances or regulations of the city.

10.08.060 - Penalty for violation.¶
Any person or business violating any of the provisions of this chapter shall be deemed to be guilty of an infraction.

10.08.070 - Storage of vehicles on roadways within Scotts Village Shopping Center and…¶
No person who owns or has possession, custody or control of any vehicle shall park or leave standing or stopped, such vehicle upon any roadways located within the Scotts Village Shopping Center and the Scotts Valley Square Shopping Center, including, without limitation, all roadways traversing the westerly, northerly and easterly boundaries of said shopping center and within those certain parcels of real property identified as Santa Cruz County Assessor's Parcel Numbers 22-231-15, 22-231-16 and 22-231-17, except when necessary to avoid conflict with other traffic or in compliance with the directions of a peace officer or official traffic control device.

10.08.080 - Vehicular parking at Scotts Village Shopping Center and Scotts Valley…¶
A. Within the Scotts Village Shopping Center, no person who owns or has possession, custody or control of any vehicle shall park or leave standing, or cause to be left parked or left standing, such vehicle other than within the boundaries of a duly designated parking stall.
B. All parking stalls within the aforesaid shopping centers shall be designated by yellow or white stripes painted on the surface of the road.
C. All vehicles within the aforesaid shopping centers shall be parked or left standing within the boundaries of the designated parking stall. No vehicle shall be parked or left standing in such a fashion as to intrude into or utilize the space of more than one parking stall.

10.08.090 - Violation of Sections 10.08.070 and 10.08.080 an infraction.¶
The violation of any of the provisions of Sections 10.08.070 and 10.08.080 of this code shall constitute an infraction.

10.08.100 - Vehicle parking in public parking off-street lots.¶
Pursuant to authority granted in California Vehicle Code Section 22519, parking in off-street parking lots owned or operated by the city is subject to the following:
A. No person who owns, has possession, custody, or control of any vehicle shall park, leave standing, or cause to be left parked or left standing, such vehicle other than within the boundaries of a duly designated parking stall.
B. All parking stalls within the off-street lots shall be designated by yellow or white stripes painted on the surface of the road.
C. All vehicles within the off-street lots shall be parked or left standing within the boundaries of the designated parking stall. No vehicle shall be parked or left standing in such a fashion as to intrude into, or utilize, the space of more than one parking stall.
D. The violation of any of the provisions of this section shall constitute an infraction.
E. Enforcement may only occur after signs giving notice of the regulations have been erected in a conspicuous place, placed at the entrance of each public parking facility.

10.08.110 - Parking of commercial vehicles with a manufacturer's gross vehicle weight…¶
No person shall park or leave standing any commercial vehicle having a manufacturer's gross vehicle weight rating of ten thousand pounds or more in any residential zoned district in the city. This section shall not apply to any commercial vehicle making pickups or deliveries of goods, wares and merchandise from or to any building or structure located in a residential zoned district or for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling or construction of any building or structure in a residential zoned district for which a building permit has previously been obtained.

10.08.120 - Parking of tall vehicles.¶
No operator of any vehicle, which exceeds six feet in height, including any sideboards and including any items, which are loaded or contained in the vehicle's bed or trailer, shall park such vehicle within one hundred feet of an intersection. This section shall not apply where the vehicle and vehicle operator are on site for the purpose of making pickups or deliveries of goods, wares, or merchandise from or to any building or structure or where the vehicles and vehicle operator are on site for the purpose of delivering materials to be used in the actual and bona fide repair, alteration, remodeling, or construction of any building or structure for which a building permit has been previously obtained.
