16.54.010 - Buildable lots.¶
The approval of any tentative, final or parcel map shall not be deemed approval of the particular lot or lots as a building site. It is understood that before a building permit may be issued for a particular lot, all local, state and federal laws and regulations must be fully complied with. It is further understood that no representations or assurances have been made or given to any person that the particular lots shown on the tentative, final or parcel maps, which have been approved by the council, are or will be buildable lots.
The council may refuse, to approve a tentative, final and/or parcel map if the council finds, from the evidence presented to it, that the lot or lots created by such division would not be buildable lots.

16.54.020 - River or stream.¶
The council shall not approve either a tentative or a final map of any proposed subdivision to be fronted upon a public waterway, river or stream which does not provide for a dedication of a public easement along a portion of a bank of the river or stream bordering or lying within the proposed subdivision all as more particularly set forth in Government Code Section 66478.5.
