16.48.010 - Generally.¶
A. The subdivider shall pay the city engineer the actual cost of checking the improvement plans, inspecting the work, testing the materials, and preparing as-built plans.
B. At the time of submittal of the improvement plans for checking a deposit of twenty-five dollars shall be made towards the actual cost of checking the plans. Prior to release of the approved plans by the city engineer the subdivider shall pay any balance due. The cash deposit shall not be refunded if the subdivision is abandoned and no improvements are constructed.
C. To assure payment of the construction inspection and materials testing costs, the subdivider shall make a cash deposit or provide a bond to the city in the amount of three percent of the engineer's estimate of the cost of improvements as accepted by the city engineer. This security shall be included as part of the agreement as noted in Section 16.52.010. Immediately prior to acceptance of the tract improvements by the city, the construction inspection and materials testing costs will be totaled and billed to the subdivider. Where a bond has been posted, payment in full shall be made, or where a cash deposit has been made, the balance due shall be paid prior to the city acceptance of the improvements, unless a refund is due the subdivider.
