10.09.010 - Findings.¶
It is hereby found and declared that there are public off-street parking facilities and privately held off-street parking facilities within the City of Scotts Valley ("city") that are held open for use of the public for purposes of vehicular parking. The privately held facilities are commonly referred to as:
A. Kings Village Shopping Center — 230 Mt Hermon Rd.
B. Scotts Village Shopping Center — 245 Mt Hermon Rd.
C. Graham Plaza Shopping Center — 219 Mt Hermon Rd.
D. Scotts Valley Square Shopping Center — 266 Mt Hermon Rd.
E. Scotts Valley Junction Shopping Center — 20 Victor Square.
F. Cavallaro Transit Center — 246 Kings Village Rd.
G. Pinnacle Pass — 75 Mount Hermon Road.

10.09.020 - Vehicle enforcement on public lots.¶
Pursuant to the general police power of the city and California Vehicle Code Section 21107.8, Sections 22350 (speed), 23103 (reckless driving) and 23109 (speed contest and exhibition of speed) are hereby made applicable to all city owned or operated off-street parking facilities and may be enforced by the city, provided that each publicly owned facility shall have placed a notice of not less than seventeen inches by twenty-two inches in size with lettering of not less than one inch in height denoting that the off-street parking facility is subject to public traffic regulation and control is posted in a conspicuous place at each entrance to the facility.

10.09.030 - Vehicle enforcement on private lots.¶
Pursuant to California Vehicle Code Section 21107.8, Sections 22350 (speed), 23103 (reckless driving) and 23109 (speed contest and exhibition of speed) are hereby made applicable to the privately owned and maintained parking lots listed in Section 10.09.010 and may be enforced by the city, provided that each privately owned and maintained facility shall have placed a notice of not less than seventeen inches by twenty-two inches in size with lettering of not less than one inch in height denoting that the off-street parking facility is subject to public traffic regulation and control.
