Sanger Municipal Code § 14-102 Administrative provisions of the Sanger Electrical Code

Sec. 14-101. - Code adopted; purpose; copy on file.

(a) The 2022 California Building Standards Code (this part known as the California Electrical Code ("CEC")(part 3)), as promulgated by the California Building Standards Commission, which incorporates the adoption of the 2020 edition of the National Electrical Code as amended with necessary California amendments and the 2020 edition of the National Electrical Code of the National Fire Protection Association, including annexes, is hereby adopted by the city, except as otherwise provided herein. The "Administrative Provisions of the Sanger Building Code" as detailed in section 14-6 shall apply to the administration of the CEC, and all references in the administrative provisions of the Sanger Building Code shall mean and include the CEC, as amended by this division [article].

(b) The following articles, chapters, and appendix chapters are hereby deleted from the CEC: None.

(c) One copy of the CEC is on file in the office of the building official and is available for public review.

Sec. 14-102. - Administrative provisions of the Sanger Electrical Code.

The applicable provisions of article 89 of the CEC shall hereafter be collectively referred to as the "Administrative Provisions of the Sanger Electrical Code". Whenever there exists a conflict between the applicable provisions of the administrative provisions of the Sanger Electrical Code and chapter 1 of the CBC, or chapter 1 of the California Residential Code, or chapter 1 of the California Plumbing Code, or chapter 1 of the California Mechanical Code or article 089 of the California Electrical Code, the applicable provisions of the administrative provisions of the Sanger Building Code shall apply.

Sec. 14-103. - Violations.

No person shall erect, construct, enlarge, alter, repair, move, improve, remove, convert, equip, use, or maintain any electrical installation, or permit the same to be done, contrary to or in violation of any of the provisions of this article.

Sec. 14-104. - Board of appeals.

Article 89.108.8.1 is amended as follows:

89.108.8.1 General. In order to hear and decide appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of this code, there shall be and is hereby created a board of appeals. As used in this chapter, or in any code adopted in this chapter, all references to the board of appeals shall be interpreted as references to the City Council.

Sec. 14-105. - Reuse of previously used materials.

Previously used materials shall not be reused in any work governed by the provisions of this article without written approval obtained in advance from the building official.

Sec. 14-106. - Service connections.

No person shall make connections from the source of electrical energy or supply electrical energy or supply electrical service to any electrical wiring, device, appliance, or equipment which has been disconnected by the building official, or the use of which has been ordered by the building official to be discontinued, until approval by the building official has been issued for the reconnection and/or use of such wiring, device, appliance, or equipment.

Sec. 14-107. - Electric fences.

No fence constructed, maintained, or operated within the city shall be charged with electrical energy.

Sec. 14-108. - Installation of outdoor electric lighting fixtures.

Installation of outdoor electric lighting fixtures shall be as follows: any outdoor lighting fixture installed shall be hooded and so arranged or controlled as not to cause an annoyance or nuisance either to vehicular traffic or to adjacent properties. All lighting is subject to review and approval by the building official after installation and prior to issuance of a certificate of occupancy. Further compliance shall be delegated to code enforcement for enforcement.

Sec. 14-109. - High voltage testing.

All services over 600 volts shall have high potential tests made before being energized. Such tests shall be performed and a written test report shall be submitted to the building official for approval.

Sec. 14-110. - Silencing alarm systems.

All new alarm systems other than fire alarm systems must be equipped with an automatic shutoff device that will silence the alarm within 30 minutes of initial activation.
