Sec. 14-501. - Adopted; purpose; copy on file.

(a) The Uniform Code for the Abatement of Dangerous Buildings, abbreviated as "UCADB", 1997 Edition, including all appendices, modifications, and supplements, published by the International Conference of Building Officials, is adopted by reference as though fully set forth in this section.

(b) One copy of the UCADB is on file in the office of the building official and is available for public review.

Sec. 14-502. - Violations.

No person, whether as owner, lessee, sub-lessee, or occupant, shall erect, construct, enlarge, alter, use, occupy, or maintain any building or premises, or cause or permit the same to be done, contrary to or in violation of any of the provisions of this article or any order issued by the building inspector or code enforcement officer under this chapter.

Sec. 14-503. - Board of appeals.

Section 205.1 is amended as follows:

205.1 General. In order to hear and decide appeals of orders, decisions or determinations made by the building official relative to the application and interpretation of this code, there shall be and is hereby created a board of appeals. As used in this chapter, or in any code adopted in this chapter, all references to the board of appeals shall be interpreted as references to the City Council.

Sec. 14-504. - Definitions.

Section 301 is amended as follows:

301 General. For the purpose of this code, certain terms, phrases, words and their derivatives shall be construed as specified in either this chapter or as specified in the Building Code or the Housing Code. Where terms are not defined, they shall have their ordinary accepted meanings within the context with which they are used. Webster's Desk Dictionary, Copyright 2001, shall be construed as providing ordinary accepted meanings. Words used in singular include the plural and the plural the singular. Words used in the masculine gender include the feminine and feminine the masculine.

Building Code is the 2022 California Building Code ("CBC"), as promulgated by the California Building Standards Commission, which incorporates the adoption of the 2021 edition of the International Building Code as amended with necessary California amendments and the 2021 International Building Code, volumes 1 and 2, including appendices of the International Code Council as adopted by the jurisdiction.

Housing Code is the California Housing Code, 1998 Edition, (division 1, chapter 1, subchapter 1, article 5, section 32, title 25 California Code of Regulations), based on chapters 4, 5, 6, and sections 701.2 and 701.3 of the Uniform Housing Code, 1997 Edition, as published by the International Conference of Building Officials, as adopted by the jurisdiction.
