C5-21. - Responsibilities of the city attorney.

The city attorney's responsibilities shall include approving as to form all subdivision improvement agreements and security, liability agreements and insurance, and all governing documents for a community apartment project, condominium, stock cooperative or conversion. C5-22. - Responsibilities of the city council.

A. The city council shall have final jurisdiction in the approval of parcel and final maps, reversions to acreage maps, improvement agreements, and the acceptance by the city of land and/or improvements as may be proposed for dedication to the city for all subdivisions. B. The city council shall act as the final appeal board for hearing appeals of the approval, conditional approval or denial of tentative maps. The city council shall also act as the appeal board for hearing appeals of other planning commission actions as provided in this chapter.

C5-23. - Responsibilities of the planning commission.

The planning commission's responsibilities shall include approving, conditionally approving or denying the application for tentative maps for subdivisions of five or more parcels. The planning commission shall also hear appeals from the decision of the planning director in acting upon tentative parcel map applications. (Ord. No. 406, § 2, 10-28-2008)

C5-24. - Responsibilities of the planning director.

The planning director's responsibilities shall include: A. The setting, noticing, and reporting on all public hearings and meetings concerning subdivisions. B. Formulating and administering the city policy on street naming and address assignment. C. Processing and approval, or conditional approval, and waiver of tentative parcel maps. D. Processing of reversions to acreage and parcel mergers. The planning director may designate and authorize a representative to act on his or her behalf. (Ord. No. 406, § 2, 10-28-2008)

C5-25. - Responsibilities of the city engineer.

The city engineer's responsibilities shall include: A. The approval of lot line adjustments and certificates of compliance. B. Establishing design and construction details and procedures, standards and specifications and engineering design and improvement standards. C. Determining if proposed subdivision improvements comply with the provisions of the Subdivision Map Act or this division. D. The processing and certification of final and parcel maps, certification of reversion to acreage maps and amended maps and the processing and approval of subdivision improvement plans. E. The approval of amended final maps or certificate of correction, unless for changes affecting real property as stipulated in Chapter XIV. F. Examining and certifying that final and parcel maps are in substantial compliance with the approved tentative map. G. The inspection and approval of subdivision improvements. H. The acceptance of dedications and public improvements for subdivisions of four or fewer parcels and off-site dedications lying outside a subdivision boundary which require a separate grant deed. I. Collection of appropriate fees, deposits and sureties. The city engineer may designate and authorize a representative to act on his or her behalf. (Ord. No. 406, § 2, 10-28-2008)
