5-2900 - RECOMMENDATION FOR REVOCATION OF PERMITS.¶
The Health District shall recommend in writing to the Board the revocation of any permit authorized by this division, other than a permit for the operation of a disposal area, whenever it is found that the holder of the permit fails or refuses to comply with the laws of the State of California or with this division, or with any rules and regulations adopted by the Health District pursuant to this division.

5-2901 - RULES AND REGULATIONS.¶
The Board of Trustees is hereby authorized to adopt necessary and reasonable rules and regulations in accordance with the purpose and intent of this division, and pursuant to this division, for the purpose of fully effectuating this division and protecting and preserving the public health, including, but not limited to, rules and regulations relating to refuse containers, refuse and commercial garbage collection, transportation, disposal, the operation and maintenance of sanitary land fill sites, and other methods of refuse disposal. Said rules and regulations may, from to time, be revised or rescinded in the same manner as provided for their initial adoption. All rules and regulations of the Health District shall become effective twenty (20) days after being filed with the Board, unless an appeal is filed or the Board sets said rules and regulations for review on its own motion.
Upon adoption of any rules and regulations pursuant to this division, the Health District shall mail copies of said proposed rules and regulations to each refuse collector and to each limited collector holding a valid limited collector's permit, and to any other person who has requested of the Health District, in writing, copies of the rules and regulations provided for in this division. Said copies shall be deposited in the United States mail no later than the day they are filed with the Board.
Within twenty (20) days of the filing with the Board of any rules and regulations provided for in this division, any interested person may appeal to the Board, or the Board may on its own motion cause a review of said rules and regulations. Within twenty (20) days of the filing of any appeal, the Board shall review any portion of the proposed rules and regulations which have been appealed or which the Board on its own motion desires to review, and may either sustain the Board of Trustees or modify the proposed rules and regulations. As modified or sustained, said rules and regulations shall take effect on the twentieth (20th) day after being modified or sustained by the Board. No later than ten (10) days after being modified or sustained, the Health District shall mail copies of said rules and regulations as modified or sustained, to each refuse collector, limited collector, and to any other person who has requested in writing copies of the rules and regulations provided for in this division.
Prior to the hearing of an appeal or the holding of a review pursuant to this section, the Board shall give notice of the time and place of review by publication, and at the time of hearing the appeal or review shall hear evidence from all interested parties who sire to be heard.

5-2902 - ENFORCEMENT OF PROVISIONS RELATIVE TO DISPOSAL AREAS.¶
It shall be the duty of the District Health Officer to enforce all the provisions of this division relative to disposal areas.
