5-2700 - PROHIBITIONS.¶
Wherever a solid waste site has been established and owned by the County, it shall be unlawful for any person using said site to refuse to obey the signs posted at said site by order of the Board or the Director of Public Works, as authorized by Section 5-2703, or to refuse to obey the directions of the employees or agents on duty at said site, or to obstruct any of the driveways or passageways that may be provided for the transporting and unloading of solid waste at said site.

5-2701 - RATES FOR USE.¶
From time to time, by resolution, the Board may establish gate rates to be charged to users and differential rates for users under contract of County-owned solid waste sites for the privilege of depositing at such sites, solid waste of the types which are acceptable at such sites. The Director of Public Works shall determine the types of solid waste which may be accepted at such sites and may establish special handling fees for waste which must receive special handling at such solid waste sites.

5-2702 - USE BY SOLID WASTE COLLECTORS.¶
The licensed collector, or any person collecting or transporting solid waste without a license pursuant to Chapter 3, Exemptions, of this division, shall deposit all solid waste collected from the unincorporated areas of the County, and all solid waste collected from the cities with which the County has a contractual obligation to receive solid waste, at a County-owned solid waste site unless otherwise designated in writing by the Director of Public Works, and the licensed collector, or any person collecting or transporting solid waste without a license pursuant to Chapter 3, Exemptions, of this division, shall pay to the County the gate fee established by the Board for disposal of solid waste at such designated sites.
All transfer station residual waste originating from the unincorporated areas of the County, and all transfer station residual waste originating from the cities with which the County has a contractual obligation to receive solid waste, shall be transferred to a County-owned solid waste site unless otherwise designated in writing by the Director of Public Works, and the transfer station operator shall pay to the County the gate fee established by the Board for disposal of solid waste at such designated sites.
Failure to use the sites designated by the Director of Public Works will result in the licensed collector, transfer station operator, or any person collecting or transporting solid waste without a license pursuant to Chapter 3, Exemptions, of this division, paying to the County the full disposal fee which the licensed collector, transfer station operator, or any person collecting or transporting solid waste without a license pursuant to Chapter 3, Exemptions of this division, would have paid at the designated County site, plus a five percent (5%) per month penalty. Failure to use sites designated by the County shall also be grounds for revoking the license. The dates and times which such designated sites are open to accept such solid waste shall be determined by the Director of Public Works.

5-2703 - DEPARTMENT OF PUBLIC WORKS RULES AND REGULATIONS.¶
The Director of Public Works shall establish reasonable and necessary rules and regulations applicable to the use and operation of County-owned solid waste sites.
