San Francisco Administrative Code § 25.5 When Facilities Become City and County Property

All underground street lighting facilities, including but not limited to street lighting standards and all associated wires, cables, conduits, junction boxes, services and all connections therewith, in new streets, tracts or subdivisions opened by individuals, firms, corporations or assessment districts, shall become the property of the City and County on final completion and acceptance of the work.
