The provisions of this Chapter shall not apply to radio communication facilities of any municipally owned utility under the jurisdiction of the Public Utilities Commission; however, upon request of the Public Utilities Commission, through the Director of Telecommunications and Information Services, the Chief of the Department of Electricity is authorized to cooperate with and to render any or all services provided in Section 22.2 of this Code to any utility owned and operated by the City and County.
