Except as otherwise provided in the Charter, the Municipal Transportation Agency Board of Directors shall have jurisdiction and control over all parking facilities open to the public that are owned by the City and County or the Parking Authority The parking facilities which are the subject of this Chapter are not public utilities and are not subject to the Public Utilities Commission's jurisdiction or control.
