Sec. 2-506. - Established; powers and duties.¶
It is found and declared, pursuant to Health and Safety Code § 33101, that there is a need for the redevelopment agency, created by Health and Safety Code § 33100, to function in the city. Such redevelopment agency is authorized to transact business and exercise its powers under the Community Redevelopment Law (Health and Safety Code § 33000 et seq.).

Sec. 2-507. - Authority of city council.¶
Pursuant to the provisions of Health and Safety Code § 33200, the city council declares itself to be the redevelopment agency provided for in section 2-506 and declares that all of the rights, duties, privileges and immunities vested by the state Community Redevelopment Law (Health and Safety Code § 33000 et seq.) in such agency shall be and are vested in the city council.
