Subdivision II. - Finance Division¶
Sec. 2-351. - Created.¶
In accordance with Government Code § 40805.5 and in order to establish a central agency for the uniform processing and development of all fiscal, accounting and budgetary functions within the city government, there is established a "finance department," which shall be administered by the finance director. For purposes of this division, the finance director shall be considered the director of finance for the purpose of duties imposed by the statutes referred to in section 2-353.

Sec. 2-352. - Bond of director.¶
The finance director shall furnish a corporate surety bond, to be approved by the city council, in such sum as may be determined by the city council, and which shall be conditioned on the faithful performance of the duties imposed on the finance director as described in this division, provided that such bond shall be at least equal to the bond required of the city clerk under the provisions of Government Code § 36518.

Sec. 2-353. - Assumption of financial duties of city clerk.¶
In accordance with the provisions of Government Code §§ 37209 and 40805.5, the financial and accounting duties imposed upon the city clerk under Government Code §§ 37201—37208 and 40802—40805 are transferred to the finance director.

Sec. 2-354. - Powers and duties generally.¶
The finance department shall be vested and charged with the following duties and responsibilities:
(1) Develop, maintain and operate the general accounting system of the city and of each of the respective departments, divisions and services thereof.
(2) Perform such accounting functions and duties in accordance with the latest and most modern accounting practices.
(3) Keep and maintain or prescribe and require the keeping and maintaining of inventory records of municipal properties necessary in accordance with modern municipal accounting practices.
(4) Establish and maintain adequate billing and collection procedures for the utilities.
(5) Assume and perform all municipal functions and duties relating to the preparation, auditing and disbursement of claims and demands against the city, including payroll.
(6) Assist the administrative officer in the purchase of all supplies, goods, wares, merchandise, equipment and material which may be required by the city.
(7) Assist the administrative officer in the preparation of the annual city preliminary budget.
(8) Supervise and maintain all necessary budgetary controls to ensure that budget appropriations are not exceeded.
(9) Assume, maintain and perform all functions and duties prescribed by ordinance relating to the administration of taxes, licenses and permit fees levied or charged by the city and the collection thereof.

Sec. 2-355. - Reports and statements.¶
The finance division shall prepare and present to the administrative officer for submission to the city council, in sufficient detail to show the financial condition of the city:
(1) Monthly, or at such other times as may be requested by the city council or city administrative officer, statements of all receipts, disbursements and balances of the city.
(2) An annual statement or report of the financial condition of the city.
(3) Such other financial reports as may be required by the city council or by the administrative officer.

Sec. 2-356. - Additional duties.¶
The finance division shall perform such additional duties and functions as may be prescribed or required by the city council.

Sec. 2-357. - Appointment of subordinate employees.¶
The director of administrative services shall recommend to the city council the appointment of such subordinate employees as may be necessary in the conduct of the finance division.

Sec. 2-358. - Cooperation with other officials.¶
The finance division shall cooperate with other city officials in establishing and maintaining sufficient and satisfactory procedures and controls over municipal revenues and expenditures in all city departments, divisions and services in accordance with modern municipal accounting practices.
