SEC. 79.101. STREET NAMES.¶
(a) The Director of Planning and Development Services, hereafter in this Division referred to as the Director shall be the Coordinator of Street Names and shall prepare and maintain for public inspection a Procedures Manual for street naming and street address numbering. The Director may appoint others to maintain records and carry out the responsibilities of this Division.
(b) The Director may name and change the name of County highways and may require the naming of public or private streets and provide for the numbering of individual buildings and properties on such streets as needed to maintain an orderly system of street naming and house numbering.

SEC. 79.102. STREET NAMING PROCEDURE -- COUNTY HIGHWAYS.¶
The Director shall follow the procedures set forth in Streets and Highways Code Sections 970.5 and 971 in naming or changing the name of a County highway.
SEC. 79.103. STREET NAMING PROCEDURE -- PRIVATE STREETS.¶
Private streets may be named or the names may be changed, without public hearing in accordance with the Procedures manual hereinbefore referenced.
SEC. 79.104. FEES FOR STREET NAMING.¶
Fees shall be paid to the County of San Diego to defray the cost of processing applications for naming or changing the name of streets. The amount of said fees shall be established by Resolution of the Board of Supervisors.
SEC. 79.105. STREET ADDRESS NUMBERING.¶
All real property within the unincorporated areas of San Diego County shall be assigned a street address number before any building, electrical, plumbing or mechanical permit to improve the property is issued.
SEC. 79.106. FEES FOR STREET ADDRESS NUMBERING.¶
Fees shall be paid to the County of San Diego to defray the cost of assigning street address numbers or changing such numbers. The amount of said fees shall established by Resolution of the Board of Supervisors.
SEC. 79.107. NUMBERING SYSTEMS.¶
The Director shall assign street address numbers from maps to be maintained in the office of the Director. Addresses shall be assigned utilizing the following numbering systems:
(a) METROPOLITAN NUMBERING SYSTEM. All property not in a separate numbering system as set forth in subsection (b) below, shall be in the Metropolitan Numbering System and shall be assigned street address numbers as follows:
(1) Property on all streets running in a general east and west direction shall start at the 100 block and increase in an easterly direction from the Pacific coastline. Property on the northern side of the street shall have an odd number.
(2) Property on all streets running in a general north and south direction shall start with the 100 block and increase in a northerly direction from the International Boundary. Property on the western side of the street shall have an even number. Property on the eastern side of the street shall have an odd number.
(3) Numbers shall be allocated one hundred (100) to a block, each block being approximately six hundred and fifty (650) feet in length. The length of blocks may vary to meet conditions as determined by the Director.
(b) COMMUNITY NUMBERING SYSTEMS. All unincorporated property located within the following individual communities shall be assigned street address numbers in accordance with the community numbering system specified in the ordinance for that community as listed below.

SEC. 79.108. STREET ADDRESS NUMBER DISPLAY.¶
(a) Except as hereinafter provided, street address numbers assigned shall be permanently posted at the front or driveway entrance of all property containing a residence or place of business in a manner as to be legible and distinguishable from the street on which the entrance is located. Minimum height of street number characters shall be two and one-half inches (2 1/2").
(b) Where private restrictions by a community or development preclude posting of street address numbers, this requirement may be waived by the Director upon a determination that an adequate alternate emergency response system has been established.
SEC. 79.109. RESPONSIBILITY OF OWNER, OCCUPANT OR LESSEE.¶
It shall be the duty of owner, occupant or lessee of the property to obtain, post and maintain the street address number assigned. Notification by mail or by posting on the subject property shall be sufficient notice to require compliance with the requirements of this division. Final inspection pursuant to any building permit for a residence or place of business may be withheld until the number is properly posted.
SEC. 79.110. VIOLATION -- INFRACTION.¶
Street address numbers shall be as signed only by the Director or designated representative. It shall be unlawful for any person to display any other number in a manner which creates confusion as to the proper street address.
SEC. 79.111. WAIVER OF SPECIFIED FEES FOR FARM EMPLOYEE HOUSING AND FARM LABOR CAMPS.¶
Notwithstanding any other provision of this division, the fees for street naming specified in Section 79.104, and the fees for street address numbering specified in Section 79.106 shall be waived for:
(1) Any farm employee housing or farm labor camp project for which (i) a complete application for an Administrative Permit or a Minor Use Permit was filed between July 13, 1990, and January 13, 1991 pursuant to Ordinance No. 7768 (N.S.); or was filed between April 5, 1991 and October 5, 1991, pursuant to Ordinance No. 7875 (N.S.); or was filed between October 31, 1991 and June 30, 1993, pursuant to Ordinance No. 8086 (N.S.); or was filed between July 30, 1993 and June 30, 1994, pursuant to Ordinance No. 8271 (N.S.); or was filed between September 2, 1994 and June 30, 1995, pursuant to Ordinance No. 8436 (N.S.); or was filed between September 15, 1995 and June 30, 1998, pursuant to Ordinance No. 8574 (N.S.); or was filed between May 14, 1999 and June 30, 2004, pursuant to Ordinance No. 9021 (N.S.); or was filed between July 1, 2004 and June 30, 2009 pursuant to Ordinance No. 9647 (N.S.) and (ii) the application was approved; or
(2) Any farm employee housing or farm labor camp project for which (i) Section 17021.5 or Section 17021.6 of the California Health and Safety Code is applicable; (ii) the Agricultural Commissioner has issued a certificate of active agricultural enterprise; (iii) the housing is not the subject of an active code enforcement action; (iv) the applicant has entered into the contract required by Section 6156 u.11 or Section 6906 d. of The Zoning Ordinance; and (v) the application was filed between July 30, 1993, and June 30, 1994, pursuant to Ordinance No. 8271 (N.S.); or was filed between September 2, 1994 and June 30, 1995, pursuant to Ordinance No. 8436 (N.S.); or was filed between September 15, 1995 and June 30, 1998, pursuant to Ordinance No. 8574 (N.S.); or was filed between May 14, 1999 and June 30, 2004, pursuant to Ordinance No. 9021 (N.S.); or was filed between July 1, 2004 and June 30, 2009 pursuant to Ordinance No. 9647 (N.S.).
