SEC. 73.101. PARKING PERMITTED.¶
Pursuant to Vehicle Code Section 21113, and subject to the conditions and regulations imposed by this article and by resolutions adopted pursuant to Section 73.102, the Board of Supervisors hereby permits the stopping, parking and leaving standing of vehicles on property belonging to the County of San Diego. No person shall stop, park or leave standing any attended or unattended vehicle on any County property, except in accordance with this article and all resolutions regulating parking applicable to such property.
SEC. 73.102. RESOLUTIONS REGULATING PARKING.¶
The Board of Supervisors from time to time may adopt resolutions to regulate parking at specific County properties. Such resolutions may impose conditions and regulations on the parking, stopping and leaving standing of attended and unattended vehicles.
SEC. 73.103. VIOLATIONS.¶
The violation of any provision of this division, or of any provision of a resolution regulating parking, shall also constitute a violation of Section 21113 of the Vehicle Code. The Sheriff of the County of San Diego and the Director of the Department of General Services (Office of Security Services), and if the County property involved is located within the boundaries of an incorporated city the police department of such city have the power to enforce this article and such resolutions.

SEC. 73.104. REMOVAL OF VEHICLES.¶
The Sheriff of San Diego County and the Director of the Department of General Services (Office of Security Services), and if the County property involved is located within the boundaries of an incorporated city, the police department of such city, may remove any motor vehicle parked, stopped or left standing contrary to this division or to a resolution regulating parking and, at the expense of the owner thereof, may either place such vehicle in a public parking lot or garage or impound the same in a County facility.

SEC. 73.105. ERECTION OF SIGNS.¶
The Department of General Services shall, and if the County property involved is located within the boundaries of an incorporated city the city may, erect or place appropriate signs on the County property involved, giving notice of the conditions and regulations imposed on the use by vehicles by Section 73.107 or pursuant to a resolution regulating parking.

SEC. 73.106. FILING OF RESOLUTIONS.¶
A copy of all resolutions adopted pursuant to this article shall be kept in the office of the Clerk of the Board of Supervisors for examination by any interested person.
SEC. 73.107. REGULATIONS APPLICABLE TO ALL COUNTY PROPERTY.¶
The following parking regulations apply to all County property:
No person shall park or leave unattended any vehicle on any County property except in the part thereof marked for parking, and except in designated parking spaces if such there be.
Officers and employees of the County shall park vehicles which are entitled to be parked in designated employees' parking areas in such designated areas, and not in parking areas designated as reserved for the general public, for named individuals or officers, or for other purposes.
No unauthorized person shall park in any area designated reserved for employee parking, for named individuals or officers or for other purposes.
No person shall park any vehicle in excess of any duly established and posted maximum time limit.
No person shall park, stop or leave unattended any vehicle in any parking lot driveway entrance or exit, or aisle.
SEC. 73.108. UNAUTHORIZED CAMPING ON PUBLIC PROPERTY.¶
(a) Unless expressly authorized by the Chief Administrative Officer or his or her designee, or by other provision of law, regulation, permit, order or other directive from a regulatory authority, no person shall camp or maintain an encampment in any County Park, or any public street or highway, or on any improved or unimproved property owned, leased, or managed by the County.
(1) "Camping" is defined as the use of any County Park, any public street or highway or improved or unimproved property owned, leased, or managed by the County, for temporary living accommodations such as, but not limited to, sleeping, sleeping activities, or making preparations to sleep, including the laying down of bedding for the purposes of sleeping, or storing personal belongings, or making any fire, or using any tents, or other temporary structures.
(2) "County Park" has the same meaning as defined in section 41.102(b) of this Code.
(3) "Encampment" means one or more temporary, makeshift, or hand-built structures not intended for long-term continuous occupancy, including tents, used to shelter one or more persons or their belongings and that are not authorized by any permit, license or regulation. Encampment includes any camp paraphernalia and personal property associated with or located in or around the structures.
(4) "Ignition Source" means any source capable of kindling a fire, in the form of a mechanical or electrical spark, glowing ember, open flame, chemical reaction, friction or similar action that is capable of kindling a fire.
(b) Unless expressly authorized by the Chief Administrative Officer or his or her designee, or by other provision of law, regulation, permit, order or other directive from a regulatory authority, no person shall do the following in any County Park, any public street or highway, or on any improved or unimproved property owned, leased, or managed by the County:
(1) Use an Ignition Source to cause or intend to cause a fire;
(2) Maintain an existing fire;
(3) Camp while using or possessing an Ignition Source;
(4) Discard any lighted tobacco product or any burning or combustible material or other thing that could set fire to grass, shrubs, buildings or any other combustible substance.
(5) Store personal belongings or waste, including garbage, refuse, or human or animal waste;
(6) Activities that alter the property, including but not limited to digging, removing vegetation and building structures, in a manner that damages, impairs, or interferes with the function of the property, or creates a threat to public health or safety;
(c) Violations of this section shall be enforced pursuant to section 73.114.

SEC. 73.109. PRIVATE PROPERTY.¶

No person shall camp, lodge, sleep or tarry overnight in or on any private property without permission of the owner or lessee of such property.

SEC. 73.110. PARKING ON HIGHWAYS AND STREETS.¶

No person shall sleep or recline in an automobile parked upon any public street or highway within the County for any period greater than two hours continuously.

SEC. 73.111. OBSTRUCTION OF PUBLIC WAYS.¶

No person shall stand or sit on any crosswalk, sidewalk or any other public street, highway, public park or public beach or arcade, shopping center or other property opened or dedicated to public use or to which the public is invited, so as in any manner to obstruct the free use thereof by the public or passage therein or thereon by pedestrians, or to hinder, molest or annoy any person or persons in passing along the same, or to obstruct the entrance of any public hall, public building, public beach or public park.

SEC. 73.112. PARKING AT HEALTH AND HUMAN SERVICES AGENCY FACILITIES.¶
Pursuant to Vehicle Code Section 22519, and subject to the conditions and regulations imposed by this division and by resolutions adopted pursuant to Section 73.102 of the County Code, the Board of Supervisors hereby adopts the following regulations applicable to the stopping, parking and leaving standing of vehicles on parking facilities operated by the Health And Human Services Agency of the County of San Diego:
(a) Edgemoor Skilled Nursing Facility. No person shall stop, park or leave standing any attended or unattended vehicle at Edgemoor Skilled Nursing Facility, except as permitted by the provisions of the resolution of the Board of Supervisors adopted on March 28, 1967 as Item No. 36 and such additional resolutions regulating parking at Edgemoor Skilled Nursing Facility as may hereinafter be adopted by the Board of Supervisors.
(b) University Hospital. No person shall stop, park or leave standing any attended or unattended vehicle on County parking facilities at University Hospital except in accordance with the following conditions: Parking shall be restricted to vehicles bearing a Health And Human Services Agency parking sticker or permit, vehicles of persons who are either patients or visitors to the Health And Human Services Agency facility at University Hospital, governmental vehicles bearing an “E” license, and emergency vehicles. Each type of vehicles specified above shall be parked only in the areas designated for such type of vehicle by the Director of the Health And Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.
(c) Administrative Offices. No person shall stop, park or leave standing any attended or unattended vehicle on County-operated parking facilities at the administrative offices in the vicinity of 6255 Mission Gorge Road, San Diego, except in accordance with the following conditions: Parking shall be limited to vehicles bearing a Health And Human Services Agency parking sticker or permit and vehicles of persons who are either patients, clients or visitors of said facility. In addition, three parking spaces shall be reserved for medical records vehicles and mail vehicles. Each type of vehicle specified above shall be parked only in the areas designated for such type of vehicle by the Director of the Health And Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.
(d) Psychiatric Hospital of San Diego County. No person shall stop, park or leave standing any attended or unattended vehicle on County parking facilities at Psychiatric Hospital of San Diego County except in accordance with the following conditions: Parking shall be restricted to vehicles bearing a Health And Human Services Agency parking sticker or permit, vehicles of persons who are patients, clients or visitors of said facility, emergency vehicles, and vehicles used for delivery of goods to said facility. Each type of vehicle specified above shall be parked only in the areas designated for such type of vehicle by the Director of the Health And Human Services Agency, and appropriate signs shall be placed giving notice of these conditions.

SEC. 73.113. ENFORCEMENT OF SECTIONS 73.107 AND 73.112.¶
The provisions of Sections 73.107 and 73.112 may also be enforced by the Director of the Department of General Services (Office of Security) or any officer or employee designated by him. The Director or the officer or employee designated by him to enforce such provisions is hereby authorized to issue notices of violation in accordance with the procedure prescribed in Section 41103 of the Vehicle Code and the notices of bail required by Vehicle Code Section 40309.5.

SEC. 73.114. ENFORCEMENT.¶
(a) Violations of Section 73.108 are subject to criminal prosecution and other civil and administrative remedies under section 11.116 et seq. Violations are also subject to enforcement under other relevant laws and regulations, including, but not limited to, stay-away orders, public nuisance and other injunctive relief.
(b) Law enforcement officers may only issue a citation to enforce a violation of section 73.108 where the violation poses an imminent risk of death, serious injury, or spread of wildfire or communicable disease.
