SEC. 1. ESTABLISHMENT OF ADMINISTRATIVE CODE.
There is established by this Ordinance and any amendments or supplements thereto or modifications thereof, a Code for the government of the County of San Diego, a Political Subdivision of the State of California, pursuant to its Charter, which Code shall be known and referred to as the “ADMINISTRATIVE CODE,” and which shall be the rules and regulations prescribing the duties and the qualifications of officers, assistants, deputies and employees, and the systems of office, departmental and institutional management of the offices, departments and institutions of the County of San Diego.
SEC. 2. PROVISIONS TO BE CONSTRUED AS RESTATEMENTS.
The provisions of this Code insofar as they are substantially the same as existing provisions of ordinances or codes of the County of San Diego relating to the same subject matter shall be construed as restatements and continuations and not new enactments.
SEC. 3. OFFICES AND EMPLOYMENTS CONTINUED.
All persons who, at the time this Code goes into effect, hold an office or employment under any ordinance or code repealed by this Code, which office or employment is continued by this Code, continue to hold such office or employment according to their former tenure.
SEC. 4. PROVISIONS NOT AFFECTED BY HEADINGS.
Article and section headings contained herein shall not be deemed to govern, limit, modify or in any manner affect the scope, meaning or intent of any section hereof.
SEC. 5. TENSES.
The present tense includes the past and future tenses; and the future, the present.
SEC. 6. GENDER.
The masculine gender includes the feminine and neuter and the feminine gender includes the masculine and neuter.

SEC. 7. NUMBER.
The singular number includes the plural, and the plural the singular.
SEC. 8. “SHALL” AND “MAY.”
“Shall” is mandatory and “may” is permissive.
