13.24.010 - Definitions.

For the purpose of this chapter, the following words and phrases shall have meanings ascribed to them by this section:

"House connection sewer" means that portion of a sewer which connects the private property with the public sewer.

"Inspector" means any employee of the City authorized by the Utilities Director to inspect and examine sewers.

"Public sewer" means any sewer, other than a house connection sewer, which has been accepted by the Utilities Director.

"Utilities Director" means the Utilities Director of the City, or his or her authorized agent or inspector.

13.24.020 - Prohibited waste discharges.

A. .....No person shall dump any slip, plaster, liquid clay or clay residue of any kind from pottery manufacturing establishments, or dump any gasoline, solvents, oil drainings or other petroleum products, animal or vegetable fats or any other residue, waste or material into the sewer lines of the City that might cause stoppage in such lines.

B. .....No person shall discharge or cause to be discharged any rain water, stormwater, groundwater, street drainage, subsurface drainage, yard drainage, including evaporative type air cooler discharge water, into any sewerage facility which is directly or indirectly connected to the sewerage facilities of the City.

C. .....No person shall discharge or cause to be discharged to any public sewer which directly or indirectly connects to the sewerage facilities of the City any hazardous or toxic materials or other wastes if, in the opinion of the City Manager or his or her designee such wastes may have an adverse or harmful effect on sewers, maintenance personnel, wastewater treatment plant personnel or equipment, treatment plant effluent quality, public or private property, or may otherwise endanger the public, the local environment, or create a public nuisance. The City Manager or designee in determining the acceptability of specific wastes shall consider the nature of the waste and the adequacy and nature of the collection, treatment, and disposal system available to accept the waste. Nothing herein is intended to authorize the discharge of hazardous or toxic or other wastes in violation of any applicable federal, state, or other governmental agency rule, regulation or requirement.

13.24.030 - Removing, opening, etc., sewers.

No person shall remove, open, enter or injure, or cause to be removed, opened, entered or injured, any portion of any public or house connection sewer or structure appurtenant thereto, or to use or cause to be used any water from any flushing apparatus without first obtaining a permit from the Utilities Director.
