2.12.010 - Office established—Appointment and compensation.

Pursuant to the provisions of Sections 37209 and 40805.5 of the Government Code of the state, there is hereby established the office of Finance and Administrative Services Director. The Finance and Administrative Services Director shall be appointed by the City Manager and shall receive such compensation as shall be fixed from time to time by the City Council.

2.12.020 - Powers and duties.

The Finance and Administrative Services Director shall have the following powers and duties:

A. The administration of the financial affairs of the City under the direction of the City Manager.

B. To plan, organize and direct a centralized purchasing department for the City in a manner which will afford the benefits of quantity buying. To establish and maintain a competitive bidding and quality products testing program to assure the City maximum quality of service and products at minimum cost.

C. To assist the department heads in the preparation of the City budget and submit the same to the City Manager.

D. To serve as Chief Accounting Officer.

E. To submit to the City Manager a monthly statement of all receipts, disbursements, encumbrances, budget balances and other financial data, in sufficient detail to show the financial condition of the City. To prepare and submit all financial reports and statements required by the state or federal governments. To plan, prepare and submit long range financial projects of the City's financial requirements and compile and prepare special reports as required by the City Manager.

F. To serve as Internal Auditor.

G. To perform the duties imposed upon the City Clerk by Article 1, Chapter 4, Part 2, Division 3, Title 4 of the Government Code of the state.

H. To perform the financial and accounting duties imposed upon the City Clerk by Sections 40802 through 40805 of the Government Code of the state.

I. To perform such other fiscal or related duties as may be required by the City Manager.

2.12.030 - Bond.

Before assuming the duties of office, the Finance and Administrative Services Director shall execute and deliver to the City Clerk the faithful performance bond required of the City Clerk by Section 36518 of the Government Code. The penal sum of the bond shall be in a reasonable amount recommended by the City Attorney and fixed by the Council by resolution. The premium on such bond shall be paid by the City.
