13.24.150 - Required connections with public sewers.¶
The owners of all property within the City having sewer mains in the street or alley or right-of-way, either in front or rear of such property, shall connect to the public sewer, upon securing a permit from the Utilities Director. Occupancy of a property will not be permitted without connection to the public sewer.

13.24.160 - Requirements for sewer connections.¶
A. .....No person shall make or maintain, or cause to be made or maintained, any connection with any public sewer in the City until a permit therefor shall have first been obtained from the Utilities Director, or to make or cause to be made any such connections pursuant to any such permit at any place other than that designated therein.
B. .....No person shall connect or cause to be connected any sewer which has been constructed in any public street, alley, right-of-way or other public place prior to the dedication and acceptance of such street, alley, right-of-way or other public place by the City Council, on behalf of the public, with any public sewer of the City, unless such sewer first mentioned shall have been laid in the presence of an inspector and in accordance with plans approved by the Utilities Director.

13.24.170 - Saddle connections to public sewers.¶
Whenever it becomes necessary to connect a house connection sewer with a public sewer at a point where no "Y" or "T" branch has been installed, connection shall be made in the presence of an inspector by installing a standard saddle connection in accordance with standard plans on file in the office of the Utilities Director.
