18.14.1.010 Purpose. Revised 2/26 ¶
The Downtown Specifc Plan establishes a comprehensive framework to guide the long-term development in the Downtown, focusing on land use, urban design, mobility, sustainability, and the public realm. The purpose of this chapter is to provide regulations and reference to the Downtown Specifc Plan aimed at supporting connectivity, identity, and vibrancy within the Downtown. (Ord. 1632 § 3 (Exh. The Downtown Specifc Plan applies to all areas as delineated in the map below.

18.14.1.030 Procedures. Revised 2/26 ¶
A. Administrative Regulations. All applications and permits subject to the Downtown Specifc Plan shall be subject to the administrative regulations including discretionary entitlement applications and other permits in Article IV of this title.
B. Planning Authorities. All applications and permits subject to the Downtown Specifc Plan shall be subject to approval by the bodies, officials, and administrators set forth in Chapter 18.26.
C. Common Procedures. Approval of all applications and permits subject to the Downtown Specifc Plan shall be subject to procedures that are common to the application and processing of all permits and approvals set forth in Chapter 18.27. (Ord. 1632 § 3 (Exh. A), 2026)
18.14.1.040 Consistency with Downtown Specific Plan. Revised 2/26 ¶
A. Findings. In addition to required findings pursuant to applicable entitlement applications, no application or permit may be approved, no local public works project may be approved, no tentative map or parcel map for which a tentative map was not required may be approved, no zoning ordinance may be adopted or amended within an area covered by the Downtown Specifc Plan unless they are consistent with the adopted Downtown Specifc Plan.
B. Conflict. All provisions of the Municipal Code that are not expressly modified or superseded by the Downtown Specifc Plan shall continue to apply within the Downtown area. In the event of a conflict between provisions of the Downtown Specifc Plan and this title, the Downtown Specifc Plan shall prevail.
- C. Amendments. The Downtown Specifc Plan may be amended as often as deemed necessary by the City Council. (Ord. 1632 § 3 (Exh. A), 2026)
