2.48.010 - Adopted.¶
In order to establish an equitable, efficient and uniform procedure for dealing with personnel matters, and to place municipal employment on a merit basis, so that the best qualified persons available shall be employed by the city, a personnel system is established as provided in this chapter.

2.48.020 - Position classification, salary plan and personnel rules.¶
The City Manager shall prepare a position classification and salary plan, including class specifications, and prepare revisions of the plan as required. The plan shall be adopted by resolution of the City Council.

2.48.030 - Exempt service.¶
All elective city officers, the City Attorney and any employees so designated by the Council shall be within the group exempt from the classification and/or compensation plan.

2.48.040 - Personnel system.¶
A. All municipal employment shall be based on merit and fitness to be ascertained by competitive examination as far as practicable.
B. The City Manager shall have the power to appoint, promote, discipline, demote and remove officers and employees of the City in accordance with Section 2.08.070(B).
C. The City Manager shall be responsible for the following procedures within the framework of this chapter:
The formulation of standards and qualifications for each class of position;
The public announcement of vacancies and examinations and the acceptance of applications for employment;
The preparation and conduct of written and/or oral examinations and the establishment and use of employment lists containing the names of persons eligible for appointment;
The evaluation of employees during probationary period and periodically thereafter;
The standardization of hours of work, attendance, leave regulations, working conditions, and the development of programs for improvement in employees' morale, welfare, training and safety;
The separation from service of employees through layoff, suspension and dismissal;
The maintenance and use of necessary forms and records to indicate days worked, sick leave, vacations, leaves of absences, etc.;
The establishment and maintenance of suitable methods for effective communication between the Council, City Manager, supervisors and other employees relating to conditions of employment in the city service.
D. All original and promotional appointments shall be for a probationary period of not less than six months, and may be extended to one year at the discretion of the City Manager. During the probationary period from a position to which he or she was promoted shall be reinstated to the former position unless he or she is discharged for a reason which would have been sufficient to cause his or her discharge from his or her former position.
E. Every officer or employee of the city shall, before entering on the duties of his or her office or employment, take and subscribe the oath or affirmation set forth in Section 3 of Article XX of the Constitution of the state of California.
F. Any person holding a position of employment included in the classified service who, on the effective date of the ordinance codified in this chapter, shall have served continuously in such position, or in some other position included in the classified service, for a period equal to the probationary period prescribed in this chapter, shall assume regular status in the classified service in the position held on such effective date without additional qualification thereto, and shall thereafter be subject in all respects to the provisions of this chapter.

2.48.050 - Discrimination.¶
No person in the classified service or seeking admission thereto shall be favored or discriminated against in his or her employment because of his or her political affiliations, race, color, religious beliefs, sex, ancestry, national origin, handicaps, disabilities, medical conditions or marital status.
