2.44.010 - Violation of administrative provisions.

The violation of any administrative provisions of this code by any officer or employee of the City may be deemed a failure to perform the duties under, or observe the rules and regulations of the department, office or board within the meaning of the rules and regulations of the City.

2.44.020 - City offices.

The offices of the agencies, departments, officers and employees of the City of Rosemead shall be located and maintained at:

2.44.030 - City Hall Office Hours.

The City Hall offices shall remain open between the hours of seven a.m. and six p.m., Monday through Thursday of each week. The City offices shall be closed on New Year's Day, Martin Luther King Day, President's Day, Memorial Day, Independence Day (4th of July), Labor Day, Veteran's Day, Thanksgiving Day, and Christmas Day. If any such days fall upon a Sunday, the City offices shall be closed on the following Monday. If any such days fall upon a Friday or Saturday, the City offices shall be closed on the preceding Thursday. Standard working hours of full-time City employees shall be seven a.m. to six p.m. with one-hour lunches. Lunch hours shall be arranged so that City Hall remains open for business at all times during business hours.

2.44.040 - City Hall—Restricted areas.

No person, other than an official or employee of the City, or service personnel engaged by the City acting in the course of his or her duties, shall enter into or occupy any portion of the Rosemead City Hall other than the entrance hall or corridor, public restrooms opening therefrom, Council chambers and foyer area providing access to public counters, except upon express invitation or consent of an authorized officer or authorized employee of the City. The City Manager shall post or cause to be posted "Employees Only" signs at the entrance of those areas of the City Hall in which members of the public are not permitted, except as provided in this section.

2.44.050 - Removal of papers or documents from City Hall.

No person unless authorized by the City Clerk, Mayor or City Attorney, shall remove any papers or documents from the City Hall.

2.44.060 - Smoking prohibited in city buildings.

It is unlawful to smoke in the following places:

A. Any City-owned building, including City Hall, the Community Center, Zapopan Community Center, and park offices;

B. Any City-owned or operated vehicle.

"No Smoking" signs with letters of not less than one inch in height or the international "No Smoking" symbol, consisting of a pictorial representation of a burning cigarette enclosed in a red circle with a red bar across it, shall be clearly, sufficiently and conspicuously posted in every building or other place where smoking is prohibited by this section.

Violation of this prohibition on smoking shall be an infraction, punishable by a fine of up to two hundred fifty dollars ($250.00).

2.44.070 - Other officers and employees.

The salaries and compensation of officers and employees of the city not otherwise provided for in this chapter shall be fixed by resolution of the City Council.

2.44.080 - Contracts with Los Angeles County.

The City Council shall have the right to contract with the county of Los Angeles pursuant to the laws of the state of California and the Charter of the county of Los Angeles, for the performance and execution by designated county officials of the rights, powers and duties of officers, officials and employees of the city of Rosemead. Whenever in this code, whether set forth in full or by adoption by reference, any power or authority is granted to an officer, official or employee, the power or authority is conferred upon the appropriate officer, official or employee of the city of Rosemead or the appropriate officer, official or employee of the county of Los Angeles with whom a contract has been entered into.
