2.28.010 - Office established.¶
The office of finance director for the city is established. The city manager or his designee is appointed finance director and shall exercise those powers and duties set forth in this chapter and such powers and duties as are otherwise prescribed by law.

2.28.020 - Duties.¶
To carry out the duties and responsibilities of finance director for the city, the director shall:
A. Perform the duties formerly required of the city clerk pursuant to Sections 40802 through 40805 and Sections 37206 through 37209 of the Government Code, which duties are transferred to the finance director;
B. Prepare and submit a budget to the city council on or before the 15th day in May each odd-numbered year;
C. Exercise the duties of collector under the business tax ordinance;
D. Act as accounting officer for the city and, in such capacity, supervise the maintenance of all records reflecting the financial conditions of the city;
E. Prepare monthly financial and budget reports as required by the city council;
F. Supervise the data processing of financial and other reports as required.

2.28.030 - Additional duties.¶
A. The finance director shall contract for an annual audit of all city financial transactions with an independent auditor and implement such recommendations as required to improve the financial control and reporting of the city. Such audit shall be submitted to the city council within one hundred twenty days after the close of the fiscal year for which the report is compiled.
B. The finance director shall remit to the State Treasurer for deposit in the Local Agency Investment Fund such moneys in the city's treasury not required for immediate needs, pursuant to Section 16429.1 of the Government Code. The finance director shall direct other investments of the city when so directed by the city council and in a manner consistent with law.

2.28.040 - Bond.¶
The director of finance shall execute a bond to the city in accordance with Government Code Sections 36518 and 37209. Such bond shall be in an amount recommended by the city attorney, approved by resolution of the city council, and filed with the city clerk.
