12.30.010 - Definitions.¶
As used in this chapter:
A. "Pedestrian walk/mall" means those common areas of a shopping center which are opened to the general public exclusively for persons who are walking or otherwise afoot or in wheelchairs. "Pedestrian walk/mall" shall not include parking areas within a shopping center, or areas within individual shops or tenant spaces in the center all of which may open to the general public.
B. "Shopping center" means the privately owned real property upon which a business-commercial development is situated, which development is open to the general public and primarily devoted to retail sales and services from shops and stores situated therein, although it may also contain some offices and eating places, as well as other accessory uses compatible with a retail-sales shopping area.
C. "Skater" means any person using or operating skating apparatus.
D. "Skating apparatus" means roller blades, roller skates, scooters, skateboards, toy vehicles, or any other similar device. Skating apparatus does not include bicycles and other wheeled devices regulated by the California Vehicle Code, or wheelchairs.

12.30.020 - Skating apparatus on city property.¶
A. The following regulations shall apply to the use or operation of skating apparatus on any public street, alley, sidewalk, or other property owned by the city.
B. No person shall use or operate any type of skating apparatus in a manner which endangers the safety of any other person or property.
C. No person using or operating skating apparatuses shall pass a pedestrian at a distance closer than three feet. If the street, alley, sidewalk or other public property is not sufficiently wide to allow the skater to pass the pedestrian while maintaining a three-foot distance, the skater shall cease to use or operate the skating apparatus until such time as the skater can maintain a three-foot distance.
D. No person shall use or operate skating apparatus within twenty feet of the entrance to any shop, store or commercial building while such shop, store or commercial building is open for business.
E. The use of ramps, jumps, or any other portable device used to force the skating apparatus off the pavement is prohibited, except within a facility designated for the use of skating apparatus where the device and the manner of its use is approved by the facility operator.
F. No person shall be towed on a skating apparatus by the use of any mechanical device.
G. No person shall use or operate skating apparatus more than one-half hour before sunset or one-half hour after sunrise without the use of an arm-mounted light or reflective arm band or reflective clothing.

12.30.030 - Skating apparatus on private rights-of-way and pedestrian walks/malls.¶
A. No person shall use or operate skating apparatus on, along or over any private street, alley, sidewalk or other right-of-way, or pedestrian walk/mall situated within a shopping center.
B. This section shall not apply to private streets, alleys, sidewalks or other rights-of-way, or pedestrian walks/malls situated within a shopping center unless and until the owner, manager or other person in charge of the property shall have accomplished each of the following:
Posted signs, as described below, on the property, including along each exterior entrance of a shopping center and in plain view of pedestrians entering the center along such entrances. Additional signs, as described below, may be posted within the interior of the property. The required signs shall be continually maintained by the owner or the management of the property;
Each such sign shall state, "SKATEBOARDING AND OTHER SKATING ACTIVITIES PROHIBITED"; and underneath, "City of Rocklin Municipal Code Section 12.03.030." The letters of the prohibition shall be two inches in height and shall be printed in black with a white background. The citation of the city of Rocklin code shall be printed in black in letters one inch in height at the bottom and right side of the sign. The sign shall not exceed two hundred eighty square inches in area;
Delivered a written notification to the chief of police, not less than twenty-four hours prior to posting the signs, that the owner, manager or other person in charge of the property desires to invoke the provisions of this section as of a certain date which shall be specified in the notice.
C. The owner, manager or other person in charge of the property may withdraw the property from the provisions of this section by removing the signs and by notifying the chief of police in writing of such withdrawal.

12.30.040 - Violation—Penalty.¶
A violation of this chapter is an infraction.
