12.28.010 - Purpose.

Pursuant to the authority of Vehicle Code Section 21101.4, the provisions of this chapter shall apply to and control the temporary closing of a street to through traffic.

12.28.020 - Public hearing and findings required.

The city council may temporarily close a street to through traffic when, after a public hearing, all of the following conditions are found to exist:

A. The city council finds and determines that there is serious and continual crime activity in the portion of the street recommended for temporary closure. This finding and determination shall be based upon the recommendation of the police department;

B. The street is under the city of Rocklin's jurisdiction and has not been designed as a through highway or arterial street;

C. Vehicular or pedestrian traffic on the street contributes to the criminal activity;

D. The closure will not substantially adversely affect the operation of emergency vehicles, the performance of municipal or public utility services, or the delivery of freight by commercial vehicles in the area of the street proposed to be temporarily closed.

12.28.030 - Definitions applicable to this chapter.

For purposes of this chapter, the following words shall have the meanings indicated:

"Street" means a way or place of whatever nature, publicly maintained and open to the use of the public for purposes of vehicular travel. Street includes highway, as that term is defined in the California vehicle code.

"Temporary" means no longer than eighteen months, except that period may, pursuant to Section 12.28.020, be extended for an additional period not to exceed eighteen months.

12.28.040 - Procedures adopted by resolution.

The city council shall adopt by resolution procedures for implementation of this chapter.
