15.44.010 - Permit required.¶
Any person, firm or corporation desiring to demolish, dismantle or tear down any house, building or structure within the city, or move the same outside the city limits, shall, before proceeding with such work, file an application with the building and safety division for a permit to do so. The building official, if he/she finds that the granting of such permit is not contrary to public health, safety and welfare, shall issue such permit; provided, however, that as condition to the issuance of such permit, the applicant deposits with the city clerk a surety bond of one thousand dollars to ensure that the faithful performance by the applicant of the following conditions on which such permit is granted: that upon the moving or demolition, dismantling or tearing down of such building or other structure the lot, parcel or site is cleared of all debris, brick, rock, cement work, foundations, weeds, brush, dead or uncared-for trees and vegetation, so that the premises are left in a clean and safe condition. Any permit issued under this chapter is further conditioned on completion of the work of moving or demolition dismantling, tearing down and cleaning of site within a period of ninety days from date thereof, which period may be extended by the building official upon good cause shown, for such additional period as may be reasonably required to carry out the permit. The bond required by this section may be waived by the building official if, in his/her discretion, the value of the improvements involved is less than one thousand dollars and the interests of the city are adequately protected without such a bond.
