15.10.010 - Application.

Provisions of this chapter shall apply to the following uses:

A. Apartment houses;

B. Boardinghouses;

C. Single-family residences;

D. Group care facilities;

E. Child care centers with less than thirty-six children;

F. Child day care facilities with less than thirty-six children;

G. Townhouses;

H. Row houses;

I. Cluster developments;

J. Condominiums and stock cooperatives;

K. Duplexes.

15.10.020 - Personal safety.

All projects shall be reviewed to determine the levels of public and personal safety provided. Except as otherwise provided in Sections 15.10.030 and 15.10.040, each individual living unit shall meet the following minimum requirements:

A. All open parking lots and carports shall be provided with a minimum maintained one foot candle of light as measured at the parking surface, from one-half hour before sunset until one-half hour after sunrise. All lighting devices shall be equipped with weather and vandal-resistant covers. Lighting shall be engineered so as not to produce direct glare or "stray light" on adjacent properties.

B. Aisles, passageways and recesses related to and within the building complex shall be illuminated with an intensity of at least twenty-five one-hundredths (.25) minimum maintained foot candle of light as measured at ground level during the hours of darkness. These lighting devices shall be protected by weather and vandal-resistant covers.

C. All building numbers and street addresses shall be clearly visible from all public or private access streets. In cases where a building or structure remains unnumbered, incorrectly numbered or where a building or structure may have been numbered and the number since lost, destroyed or defaced as to be unintelligible from the public way, the owner, agent or other person in control of the property shall cause said building or structure to be numbered within thirty days of the official notification of the building official or fire marshal. The street and building numbers shall comply with the requirements of the California Fire Code as adopted and amended by this jurisdiction in RMC Chapter 15.28.

D. Where multiple dwellings are serviced by vehicular access to the rear by any private street, driveway, alleyways, parking lot, or courtyard, the address and building number shall be posted on the rear of the building.

E. At all complexes containing two or more buildings, there shall be posted at each entrance to the complex a diagrammatic representation of the complex, showing the location of the viewer and the unit designations within the complex.

F. Parking spaces shall be numbered in such a manner that the space numbers do not correspond to the individual address or unit numbers of residences.

G. All entry doors shall be of the solid-core type and be equipped with a single cylinder deadbolt lock meeting the following minimum standards:

  1. The bolt shall have a throw of at least one inch and be constructed so as to repel cutting attack.

  2. The cylinder of the deadbolt shall be equipped with a guard designed to repel attack by prying or wrenching.

  3. The deadbolt shall be of the pin tumbler type with a minimum of five pins for a maximum of two entry doors only. Additional entry doors may be fitted with keyless deadbolts.

  4. Single and/or double cylinder deadbolt locks may be used only in accordance with the Uniform Fire Code and the Uniform Building Code.

H. Each exterior door hinge shall be secured with a minimum of two number eight screws which must penetrate at least two inches into solid backing beyond the frame to which the hinge is attached. Hinges which are exposed to the exterior shall be equipped with nonremovable hinge pins or a mechanical interlock to preclude removal of the door from the exterior by removing hinge pins.

I. The strike plates designed to receive the deadbolt locks shall be constructed of a minimum 16 U.A. Gauge steel, bronze or brass, and shall be secured to a wood jamb with not less than two number-eight screws which must penetrate at least two inches into solid backing beyond the surface to which the strike is attached. Strike plates attached to metal jambs shall be secured with a minimum of four number-eight machine screws.

J. Sliding door and window assemblies shall be so designed that the door or window cannot be lifted from the track when the door or window is in the closed position. Sliding door assemblies shall have an auxiliary locking device permanently mounted on the interior and which is not accessible from the exterior.

K. There shall be no glass windows or decorative panels within a thirty-inch radius of the locking mechanism of any entry door.

L. All primary egress doors shall be so equipped as to provide the occupant with a clear view of that area immediately outside the door. This view may be provided by a one-way door viewer designed to provide a one-hundred-eighty-degree field of view. Such viewer shall not be mounted in excess of fifty-four inches from the interior floor.

M. The declaration of conditions, covenants and restrictions, if they exist, shall give the officers of the homeowners' association strong and specific powers to have towed away all unauthorized parked vehicles from nondedicated streets, alleys and parking areas.

N. Nothing in the declaration of conditions, covenants and restrictions, if such exist, shall prohibit a resident from placing neighborhood watch decals and intrusion-alarm warning decals in their windows in a reasonable manner.

15.10.030 - Exception—Dwellings related to commercial developments.

The requirements set forth in this chapter shall not apply to dwellings erected above or as part of commercial buildings.

15.10.040 - Exception—Single-family residences.

The requirements found in Section 15.10.020A, B, D, E and F shall not apply to single-family residences or duplexes.
