15.36.010 - Definition.¶
"Swimming pool" as used in this chapter has the ordinary, customary and usual meaning, and shall include spas, hot tubs and any water storage facility more than twelve inches deep which is regularly used as a swimming pool. Provisions of this chapter shall not apply to public swimming pools for which a charge or admission is required to be paid for use thereof, nor to swimming pools which are a part of and located upon the same premises as a hotel or motel during the time that the owner, operator or adult employee of such owner or operator is present and in active charge of the premises upon which such pool is located.

15.36.020 - Hazardous.¶
The maintenance of private swimming pools without adequate supervision or precautionary measures constitutes a severe hazard to the safety of the residents of the city and particularly to small children in the city. Private swimming pools where water has been allowed to stagnate as a result of nonuse of filtering systems and failure to maintain proper chemicals or inoperative filtering systems constitutes a hazardous condition and severe health hazard to residents of the city.

15.36.030 - Fence, gate and door requirements.¶
A. Every person in possession of land within the city, either as owner, purchaser, lessee, tenant or licensee, upon which is situated a swimming pool, shall, at all times maintain on the lot or premises upon which such pool is located, and completely surrounding such pool, lot or premises, a fence or other solid structure not less than five feet in height with no opening therein (other than doors or gates) wider than four inches, and shall not create a ladder effect. Wire mesh fences shall be limited to openings of no larger than two inches. All gates or doors opening through such enclosure shall be equipped with a self-closing and self-latching device designed and capable of keeping such door or gate securely closed at all times when not in actual use; provided, however, that the door of any dwelling occupied by human beings and forming any part of the enclosure need not be so equipped.
B. R.V. dual wide gates must meet the same requirements of this chapter unless a second fence and gate have been installed within the vicinity of the pool to meet the requirements.
C. An alarm capable of providing a sound pressure level of not less than eighty-five dba when measured indoors at a distance of ten feet (3048 mm). The alarm shall activate within fifteen seconds after the door, and its screen if present, are opened and shall sound continuously for a minimum of ten seconds then automatically reset. The alarm shall be equipped with a manual reset, such as a touchpad or switch, located on the interior side of the wall not less than fifty-four inches above the threshold of the door to permit entry and exiting without activation of the alarm. The alarm shall automatically reset under all conditions. The alarm may be battery operated or connected to the building wiring.
D. Other means of protection may be acceptable so long as the degree of protection afforded is substantially the same as that afforded by any of the devices described above.

15.36.040 - Compliance required for approval.¶
All plans hereinafter submitted to the city for swimming pools to be constructed shall show compliance with the requirements of this chapter. No pool shall be filled with water until fences and gates are in place and have been inspected and approved.

15.36.050 - Swimming pool requirements.¶
A. Swimming pools pre-gunited without inspection shall be removed to existing excavation cavity.
B. All swimming pools constructed shall have a minimum of two feet of decking and one foot of coping.
