Sec. 7.5. - REQUIRED:

It is hereby declared unlawful for any person within the City to engage in the business of wrecking or taking apart any automobile for the purpose of salvaging all or any part thereof or for the purpose of selling all or any part thereof without first securing a permit and license so to do from the City Council.

Sec. 7.6. - APPLICATION—REQUIRED:

Any person desiring to engage in the business of wrecking or salvaging automobiles or selling parts or portions of wrecked or salvaged automobiles in the City shall before commencing the business make written application to the City Council for a permit so to do.

Sec. 7.7. - APPLICATION—CONTENTS:

The application required by the preceding Section shall state the following:

A. The name of the person desiring the permit.

B. The place or location where the person intends to conduct the business.

Sec. 7.8. - APPLICATION—HEARING—REQUIRED; NOTICE:

Upon receiving the application required by Section 7.6, the City Council shall set a day for hearing the same and shall give notice of the hearing by publication for at least two (2) weeks before the date thereof in a newspaper published, printed and circulated in the City, directing all persons interested and objecting to the application to appear before the Council at the time of the hearing, when their objections will be heard.

Sec. 7.9. - APPLICATION—HEARING—POSTING OF NOTICE ON LOCATION OF BUSINESS:

In addition to the notice of hearing required to be printed by the preceding Section, a copy thereof shall be posted in a conspicuous place upon the property where the business of wrecking or salvaging automobiles or selling parts or portions of wrecked or salvaged automobiles is to be conducted at least five (5) days before the date set for the hearing. The notice shall be posted by the City Clerk.

Sec. 7.10. - ISSUANCE:

The City Council shall have and they are hereby given discretion to grant or refuse the application of any person applying for a permit under this Article.

Sec. 7.11. - COMPLAINT—HEARING—REQUIRED; NOTICE; SERVICE OF PROCESS; TIME:

Upon receiving written complaint against the holder of any permit and license under this Article, the City Council shall notify the holder of the license in writing that a complaint has been filed against him and setting forth the date for the hearing of the complaint. A copy of the complaint shall be served upon the holder of the license with the notice. The hearing shall not be held until after the expiration of five (5) days from the service of the notice.

Sec. 7.12. - COMPLAINT—HEARING—PROCEDURE; REVOCATION; EFFECT OF REVOCATION:

Upon the hearing required by the preceding Section, the City Council shall have authority to issue subpoenas and subpoena witnesses and to take testimony and may, if the circumstances in their opinion warrant them in so doing, suspend or revoke the license of such person to conduct the business of wrecking or salvaging automobiles or selling parts or portions of wrecked or salvaged automobiles. It is hereby declared unlawful for any person to conduct the business after the suspension or revocation of the license.
