Sec. 28.13. - REQUIRED:¶
It is hereby declared unlawful for any person to sell or solicit for the sale of any goods, wares or merchandise for which a permit and license is not required under any ordinance of the City, or to solicit for the taking of subscriptions for newspapers, periodicals or magazines, or subscriptions for any other thing or book or for collecting money or goods or wares for charitable organizations or for charitable purposes without first securing a permit from the Police Department authorizing such person to do so.

Sec. 28.14. - APPLICATION FOR PERMIT—REQUIRED; CONTENTS:¶
All applications for a permit required by the preceding section shall be in writing, giving:
A. The name of the person.
B. Residence of the person.
C. What such person desires to do under such permit.
D. The firm, company, corporation or institution, if any, represented by such person, and the location thereof.
E. The length of time such permit is desired.
F. Such other information as the Police Department may desire.

Sec. 28.15. - APPLICATION FOR PERMIT—INVESTIGATION BY POLICE:¶
The Police Department is hereby authorized to make any person applying for a permit under this Article display or show proper credentials when representing another person, corporation or institution other than himself and may also take the fingerprints of applicants if desired by the Police Department, and may delay the granting of such permits for a period not exceeding one week within which to give the Police Department all opportunity to check the information supplied by applicants, as well as the applicants themselves. The applicant shall pay costs incurred by the City for processing fingerprints or other investigative procedures required hereunder.

Sec. 28.15.1. - IDENTIFICATION BADGE; WEARING, ISSUANCE:¶
Each person issued a permit under this Article shall wear an identification badge which shall be worn on the outside clothing so as to be readily visible at all times while conducting the activity described in Section 28.13. Such identification badge shall be supplied by the Police Department and issued at the time of issuance of the permit required by Section 28.13.

Sec. 28.16. - REFUSAL TO GRANT PERMIT:¶
If, after the investigation by the Police Department as allowed by Section 28.15 the department should deem it advisable, the department may refuse to grant a permit under this Article.

Sec. 28.17. - APPEAL FROM DENIAL OF PERMIT:¶
Any applicant desiring to appeal from the action of the Police Department in denying a permit under this Article may appeal the decision to the City Manager by filing a written appeal within fifteen (15) days of the date of the notice of the decision. Such appeal shall be filed, processed and heard in accordance with the provisions of Chapter 1 of this Municipal Code.

Sec. 28.18. - DISPLAY OF PERMIT REQUIRED UPON REQUEST; REFUSAL TO WEAR IDENTIFICATION…¶
It is hereby declared unlawful for any person holding a permit under this Article to refuse to show or display the permit when requested to do so by any person approached by the person holding such permit or by any officer of the City.
It is hereby further declared unlawful for any person holding a permit issued under this Article to refuse or fail to wear properly, and at the times required, the identification badge described in Section 28.15.1.

Sec. 28.19. - DURATION OF PERMIT AND IDENTIFICATION BADGE:¶
The permits issued under this Article, and the identification badges issued in connection therewith, shall be issued for a period of not less than two (2) days nor more than six (6) months, and each permit shall specify upon its face the expiration date thereof. The permittee shall return the identification permit and the identification badge to the Police Department upon the expiration or revocation of the permit.

Amendment Note—Ord. No. 1487, § 10, amended § 28.19 by providing for the duration of the identification badge and adding the provisions relative to the return of the badge and permit.
Sec. 28.20. - TRANSFERABILITY OF PERMIT AND BADGE; PERSONS AUTHORIZED TO ACT UNDER:¶
Permits issued under this Article, and identification badges issued in connection therewith, are not transferable and only authorize the particular person to whom the same is issued to act thereunder.

Sec. 28.21. - REVOCATION OF PERMIT:¶
All permits issued under this Article may be revoked if the person receiving the same has made any false statement in the application for such permit or if such person violates any law of the State or ordinance of the City.
