Redwood City Municipal Code § 26.13 Control and Command; Rules and Regulations Generally

Sec. 26.10. - ESTABLISHED; COMPOSITION:¶
The Harbor Police Reserve Corps, to consist of not more than twenty (20) members, is hereby created.

Sec. 26.11. - PURPOSE:¶
The purpose of the Harbor Police Reserve Corps is to assist regular members of the Police Department assigned to harbor patrol in the performance of their duties and activities; excluding, however, any duties and activities directly involving law enforcement.

Sec. 26.12. - APPLICATION FOR MEMBERSHIP; ACCEPTANCE AND APPROVAL OF APPLICANTS:¶
Application for membership in the Harbor Police Reserve Corps established by Section 26.10 shall be made by application to the Chief of Police, and if accepted by the Chief of Police, shall be subject to approval by the City Manager.

Sec. 26.13. - CONTROL AND COMMAND; RULES AND REGULATIONS GENERALLY:¶
The Chief of Police shall have complete authority, control and command of the Harbor Police Reserve Corps established by Section 26.10 and shall promulgate all necessary rules and regulations for the operation and control of the Harbor Police Reserve Corps, which rules and regulations shall be subject to the approval of the City Manager.

Sec. 26.14. - COMPENSATION; WORKMEN'S COMPENSATION BENEFITS:¶
No compensation shall be paid for any duty performed by any member of the Harbor Police Reserve Corps established by Section 26.10; and provided, further, that each member accepted, registered and appointed by the Chief of Police as set out in Section 26.12 shall be an employee of the City for the purpose of obtaining benefits under the workmen's compensation contract of the City with the State compensation insurance fund.

Sec. 26.15. - RIGHTS, POWERS, PRIVILEGES AND AUTHORITY OF MEMBERS:¶
Harbor Police Reserve Corps members shall not at any time have any of the rights, powers, privileges and authority of a regular member of the Police Department, or of a peace officer, as that term is defined in part 2, title 3, chapter 4.5 of the Penal Code (commencing at section 830).

Sec. 26.16. - IMPERSONATING MEMBER:¶
It shall be a misdemeanor for any person to represent himself as a member of, or to be connected with, the Harbor Police Reserve Corps, unless he is in fact a member thereof or connected therewith.
