Sec. 23.20. - COMPLIANCE WITH ARTICLE REQUIRED:¶
All officers and employees of the City and every department thereof, except those employed for limited, temporary, seasonal or special purposes, shall comply with such residence requirements as are established by this Article.

Sec. 23.21. - ELECTIVE OFFICERS TO BE RESIDENTS OF CITY AT TIME OF ELECTION AND DURING…¶
Every elective officer of the City shall be a resident of the City at the time of his election or appointment and shall maintain such residence at all times during the term of his office.

Sec. 23.22. - EMPLOYEES NOT REQUIRED TO BE CITY RESIDENTS; RESIDENT REQUIREMENTS…¶
Employees of the City shall not be required to be residents of the City; provided, however, that the following residence requirements shall govern the employees designated hereinafter:
A. Personnel assigned to, and actively engaged in, firefighting and fire prevention duties (excluding dispatchers, telephone operators, clerical employees, machinists, mechanics, or other persons whose duties do not clearly fall within the scope of active firefighting or fire prevention activities) in the Fire Department shall maintain residence so situated as to provide that such personnel shall consume not more than thirty (30) minutes travel time from such residence to Fire Station No. 1 traveling by motor vehicle over the most direct route and under normal driving conditions in daylight hours. Determination of compliance with the foregoing requirements of any proposed residence location shall be made by the Fire Chief.
B. Personnel assigned to, and actively engaged in, law enforcement duties (excluding dispatchers, telephone operators, clerical employees, machinists, mechanics, or other persons whose duties do not clearly fall within the scope of active law enforcement activities) in the Police Department shall maintain residence westerly of the San Francisco Bay and so situated as to provide that such personnel shall consume not more than thirty (30) minutes travel time from such residence to the Police Department headquarters traveling by motor vehicle over the most direct route and under normal driving conditions. Determination of compliance with the foregoing requirements of any proposed residence location shall be made by the Chief of Police.
