Sec. 25.3.01. - ESTABLISHED:¶
There is hereby established a Parks, Recreation, and Community Services Commission.

Sec. 25.3.02. - GENERAL OBJECTIVES:¶
The general objectives of the Parks, Recreation, and Community Services Commission shall be to encourage, foster, facilitate, establish and maintain a systemized program of parks, recreation and playgrounds, to be made available to residents and visitors of the City; and to maintain, operate and administer the various community facilities for the purpose of providing meeting places and social facilities for veterans, patriotic, fraternal, benevolent and other community and nonprofit associations.

Sec. 25.4.01. - POWERS AND DUTIES:¶
To achieve the objectives of the Parks, Recreation, and Community Services Commission as set out in the preceding section, its powers and duties shall include the authority to recommend to the City Council and /or City Manager:
A. The establishment of an adequate system of parks, playgrounds, bathing facilities and any other recreation establishments which it deems advisable, including equipment and maintenance thereof.
B. Matters pertaining to the repair and maintenance of the Parks, Recreation and Community Services facilities for the proper care and maintenance of those facilities.
C. Acquisition of such real and personal property as in its judgment is deemed necessary to affect the general objectives relating to parks, recreation and playgrounds.
D. Matters pertaining to the recreational activities and programs for the citizens of Redwood City.

Sec. 25.4.02. - MEMBERS—NUMBER; APPOINTMENT:¶
A. The Parks, Recreation, and Community Services Commission shall consist of seven (7) members to be appointed by the City Council.
B. At least five (5) members will be residents of the City of Redwood City. No more than two (2) members may reside in unincorporated Redwood City at one (1) time. Continuously during their tenure, each member must be a resident of the City of Redwood City, or a resident in unincorporated Redwood City. A member appointed as a Redwood City resident may remain on the Parks, Recreation and Community Services Commission after they are no longer a resident, provided that they live in unincorporated Redwood City and further provided that the maximum of two (2) such members has not been reached.
C. Members must be at least sixteen (16) years of age.

Sec. 25.4.03. - MEMBERS—TERM OF OFFICE; APPOINTMENT TO FILL VACANCY; COMPENSATION:¶
The term of office of each member of the Parks, Recreation, and Community Services Commission shall be four (4) years, expiring on May 31 of the fourth year; provided, however, that appointments to the Commission shall be made such that terms shall expire in even-numbered years. Members shall continue to serve until their respective successors are appointed and qualified. In case of vacancy in the Commission, irrespective of cause, a successor shall be appointed by the Council for the unexpired term of such member. Members of the Commission shall serve without compensation.

Sec. 25.4.04. - MEMBERS—RIGHT TO VOTE:¶
All members of the Parks, Recreation, and Community Services Commission will have the right to vote on all submitted motions at all meetings.

Sec. 25.4.05. - MEETINGS—TIME OF REGULAR MEETINGS: OPEN TO PUBLIC:¶
Regular meetings of the Parks, Recreation, and Community Services Commission shall be held once a month. All meetings shall be open to the public.

Sec. 25.4.06. - MEETINGS—MAY REQUIRE SERVICES OF CITY OFFICIALS:¶
The Commission shall have available to it as it may require, the services of the City Engineer, City Attorney, Director and other department heads who may be required to attend a meeting of the Commission to furnish technical advice and services, subject to their prior engagement in other public duties.

Sec. 25.4.07. - OFFICERS—DESIGNATION; TERM OF OFFICE; ELECTION:¶
The officers of the Parks, Recreation, and Community Services Commission shall be a chairperson and a vice chairperson, each of whom shall serve for a period of one (1) year. Yearly elections shall be held by the Commission to elect such officers.

Sec. 25.4.08. - OFFICERS—DUTIES:¶
The duties of the various officers of the Parks, Recreation, and Community Services Commission shall be as follows:
A. The chairperson shall preside at all meetings, submit all motions to vote and in general do all things ordinarily required of a commission chairperson.
B. The vice-chairperson shall assume and perform the duties of the chair in the chairperson's absence.

Sec. 25.4.09. - REFERRAL OF MATTERS TO COMMISSION:¶
All matters pertaining to parks, playgrounds, recreation establishments, recreation facilities and similar matters coming before the City Council or City Manager shall be referred by them to the Commission for its recommendations and suggestions.

Sec. 25.4.10. - COMMITTEES; APPOINTMENT, MEMBERS AND DUTIES:¶
From time to time, the Parks, Recreation, and Community Services Commission may appoint committees, the membership of which shall be composed of a commissioner, as chairperson, and such other persons, either members of the commission or otherwise who may be selected by the Commission. Such committees shall study to the extent and purpose defined by the Commission. After making its report, the committee shall be dissolved. It may be extended only by vote of the Commission.

Sec. 25.4.11. - ANNUAL APPROPRIATION; USE OF CITY PROPERTY:¶
The City Council shall yearly appropriate such monies, and allow the use of such City property, real and personal, as the City Council may deem necessary for the purpose of carrying on the activities of the Park, Recreation, and Community Services Commission.
